The required prior work experience for the bidder includes having experience in construction works of a similar nature and volume over the last five years. The bidder should have completed works of a similar nature and size, with a total value that can support their bid capacity. For works performed as a main contractor or sub-contractor, the bidder needs to provide a certificate from the Engineer-in-charge with details such as project name, name of employer, description of work, value of contract, contract number, date of issue of work order, stipulated date of completion, actual date of completion, and remarks explaining reasons for delay, if any. The bidder must have satisfactorily completed, as prime Contractor or Sub contractor, at least one similar work equal in value to one-third of the estimated cost of work (excluding maintenance cost for five years) for which the bid is invited. The bidder's available bid capacity for construction work is calculated based on the maximum value of civil engineering works executed in any one year during the last five years, updated to the price level of the last year at a rate of 8 percent per year. The bidder's proposal for subcontracting components of the works, aggregating to not more than 25 percent of the Contract Price, is allowed. The bidder's financial turnover should be at least (i) 50% of the amount put to bid, in case the amount put to bid is up to Rs.200 Lakhs, or (ii) 75% of amount put to bid, in case the amount put to bid is more than Rs.200 Lakhs. For works costing 150 Lakhs to 500 Lakhs, the bidder should have: - 1 technical personnel with a degree in Civil Engineering and 5 years of experience, or - 1 technical personnel with a degree in Civil Engineering and 2 years of experience, or - 1 technical personnel with a diploma in Civil Engineering and 5 years of experience. For works costing up to 150 Lakhs, the bidder should have: - 1 technical personnel with a degree in Civil Engineering and 2 years of experience, or - 1 technical personnel with a diploma in Civil Engineering and 5 years of experience. The bidder should also have experience in similar works, with a total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited. The amount of liquidated damages for delay in completion of works is 1 percent of the Initial Contract Price per week, with a maximum limit of 10 percent of the Initial Contract Price. The percentage to apply to the value of the work not completed, representing the Employer's additional cost for completing the works, is 20 percent. The bidder's access to lines of credit and other financial resources should be certified by a banker and should be at least 10 percent of the contract value. Mentioned values and percentages include: - 25 percent of the Contract Price for subcontracting components of the works - 8 percent per year for updating the maximum value of civil engineering works executed - 50% of the amount put to bid for works up to Rs.200 Lakhs - 75% of amount put to bid for works more than Rs.200 Lakhs - 1 percent of the Initial Contract Price per week for liquidated damages - 10 percent of the Initial Contract Price as the maximum limit for liquidated damages - 20 percent for the Employer's additional cost for completing the works - 10 percent of the contract value for access to lines of credit and other financial resources - 120% for the financial turnover achieved on account of execution of road works under PMGSY - 1-third of the estimated cost of work for similar work completion requirement - Rs.200 Lakhs as the threshold for financial turnover calculation - 150 Lakhs and 500 Lakhs as the cost thresholds for technical personnel requirements.
