Technical Capacity

- The experience would qualify as Technical Capacity and eligible experience in relation to eligible projects.
- Categories of experience and their corresponding factors are:
- Project in highways sector: 1
- Project in core sector: 0.75
- Construction in highways sector: 1
- Construction in core sector: 0.75
- In case of a project executed by the applicant under category 3 and 4 as a member of a Joint Venture, the project cost should be restricted to the share of the applicant in the joint venture for determining eligibility.
- Maintenance works are not considered as eligible projects for evaluation.
- For an Eligible Project situated in a developed country which is a member of OECD, the Experience Score shall be further multiplied by a factor of 0.5.
- The highways sector includes highways, expressways, bridges, tunnels, runways, and other related projects.
- The core sector includes civil construction cost of power sector, commercial setups, airports, industrial parks, pipelines, irrigation, water supply, and other related projects.
- For a Joint Venture, each member shall meet at least 20% requirement of Technical Capacity individually.
- The Lead Member shall meet at least 60% requirement of Technical Capacity.
- Two similar completed works costing not less than 25% each of the estimated cost, or one similar completed work costing not less than 35% of the estimated cost, shall have been completed from the Eligible Projects Category.
- The entity claiming experience should have held a minimum of 26% equity during the entire year for which Eligible Experience is being claimed.
- The capital cost of the project should be more than 5% of the amount specified as the Estimated Project Cost, and receipts of less than 5% of the Estimated Cost.
- The entity claiming experience shall, during the last 5 financial years preceding the Bid Due Date, have itself undertaken the construction of the project for an amount equal to at least one half of the Project Cost of eligible projects, excluding any part of the project for which any contractor, sub-contractor or other agent was appointed for the purposes of construction.
- For a project to qualify as an Eligible Project under Categories 3 and 4, the Bidder should have received payments from its client(s) for construction works executed, fully or partially.
- In case of projects executed by applicant under category 3 and 4 as a member of Joint Venture, the project cost should be restricted to the share of the applicant in the joint venture for determining eligibility.
- The Bidder shall have received payments for construction of Eligible Project(s) over the past 5 financial years, with a sum total of more than Rs.606.75 Lakhs.
- For normal Highway projects, at least either of the following is required:
i. two similar completed works costing not less than amount equal to 25% each of estimated cost,

ii. one similar completed work costing not less than amount equals to 35% each of estimated cost.
- A project is considered completed if more than 90% of the value of work has been completed.
- For Major Bridge/ROB/Flyover/Tunnel projects, additional experience is required, including completion of at least one similar Major Bridge/ROB/Flyover having length equal to or greater than 80% of the longest span or 100m, whichever is less, and 40% of the length Major Bridge/ROB/Flyover or 2 km, whichever is less.
- For tunnels, completion of at least one tunnel consisting of single or twin tubes with at least 80% of the cross-sectional area of the proposed tunnel or two-lane highway tunnel cross-sectional area, whichever is less, and 40% length of the tunnel to be constructed or 2km, whichever is less, is required.Similar work or eligible projects include:
- Widening/ reconstruction/ up-graduation works on NH/SH/Expressway or on any category of road taken up under CRF, ISC/EI, SARDP, LWE
- Widening/ reconstruction/ up-gradation works on MDRs with loan assistance from multilateral agencies or on BOT basis
- Widening/ reconstruction/ up-gradation works of roads in Municipal Corporation limits, construction of Bypasses
- Construction of Stand-alone bridges, ROBs, tunnels
- Construction/ reconstruction linear projects like airport runways
- Viaducts of Railways/ Metro
- Container yard of ports
