The bid capacity required in the given tender to bid can be calculated using the formula: Assessed Available Bid Capacity = (A*N*2-B) where A = Maximum value of Civil Engineering works executed in any one year during the last five years (updated to the current price level) B = Value of current price level of the existing commitments & ongoing works to be completed during the next years N = Number of years prescribed for completion of the works for which the bids are invited. Additionally, other bid capacity requirements are: - EMD: 2% of the work - APS: estimated cost - quoted amount - Liquidated damages: 1% of the contractor price - Rate: not less than 15% of the tendered amount - For Similar Nature of Work: 75% of the estimated cost of the tender - For Financial Turn Over: The amount put to tender for Civil Engineering works. Formulas for price adjustment are also provided: 1. Vs = 0.85 X Ps / 100 X R X (S1-S0) / S0 for steel component 2. V0 = 0.85 X Pb / 100 X R X (B1- B0) / B0 for bitumen component 3. Vpi = 0.85 X Ppi / 100 X R X (Pi1- Pi0) / Pi0 for pipe component 4. Similar Nature of Work = 0.75 * Estimated Cost of the Tender 5. Financial Turn Over Requirement = Amount Put to Tender (for Civil Engineering works)
Technical Capacity
The required prior work experience for the bidder involves having executed similar nature of work worth 75% of the estimated cost, during any three financial years taken together of the last preceding five years, for both Road and Bridge portions of the work. The bidder should also have a total financial turn over in respect of Civil Engineering works of an amount not less than the amount put to tender during any 3 financial years taken together of the last proceeding five financial years. The value of work executed by the applicant shall be updated to the current price level using an escalation factor. The bidder should have experience of working on construction works of a similar nature and volume over the last five years from the date of receipt of the bid. The percentage of similar works completed is 75% for both Road and Bridge works. The bidder is required to provide the year-wise value of work done as per the certificate furnished. The bidder's available bid capacity should be more than the total estimated cost of the works, calculated using the formula: Assessed Available Bid Capacity = (A*N*2-B), where A is the maximum value of Civil Engineering works executed in any one year during the last five years, updated to the current price level using an escalation factor of 10 percent per year, and B is the value of current price level of existing commitments and ongoing works to be completed during the next year. The bidder should also furnish an Annual Turnover Certificate from a Chartered Accountant for the last five financial years, with a break-up of civil works and total works for each financial year. The financial turn over certificate for Civil Engineering works should be submitted from the Chartered Accountant showing clearly the financial turn over financial yearwise with UDIN. Additionally, the bidder should furnish the information on Annual Turn Over (ATO) from his Chartered Accountant showing clearly the financial year wise values of civil Engineering works executed with updated values (considering escalation factor) mentioning UDIN No of the Chartered Accountant. However, specific information on the required prior work experience in terms of years is not explicitly mentioned, but the bidder should have experience of working on construction works of a similar nature and volume over the last five years from the date of receipt of the bid.
