The bidder is required to have experience in construction works of a similar nature and volume over the last five years. They must have completed works as a prime contractor. The bidder should have completed similar works with a value that allows them to meet the qualifying criteria, and they should have experience in works of a similar nature and size for each of the last five years. To qualify for the award of the contract, each bidder should have, in the last five years, satisfactorily completed at least one similar work equal in value to one-third of the estimated cost of the work for which the bid is invited, or one-fourth in Naxal or Left Wing Extremist affected districts. The bidder should have achieved a minimum financial turnover, with at least 50% of it being from civil engineering construction works, equivalent to 60% of the amount put to bid if the bid amount is Rs.200 lakhs, or 75% if the bid amount is more than Rs.200 lakhs. In Naxal or Left Wing Extremist affected districts, the figure of 75% is replaced by 50%. The bidder must provide a certificate from a Chartered Accountant showing the total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited. The annual turnover certificate from a Chartered Accountant for the last five financial years with a breakup of civil works and total works in each financial year is also required.
