The required prior work experience for the bidder includes specific construction experience. The bidder should have successfully completed at least one work similar to the work proposed in the last 5 years, with a value of not less than 35% of the value of the work to be awarded. The similar work includes electrical works such as installation, testing, and charging of 25 KV and above OHE system, transmission line work of voltage equal to or more than 66KV, or installation, testing, and charging of sub-station of 66kV or above. The bidder needs to provide a description, quantity, and period of execution of key activities, along with a copy of the certificate issued by the employer in support of the information furnished. The work experience certificate can be from a government organization or a public listed company with an average annual turnover of Rs 500 crore and above in the last 3 financial years, excluding the current financial year. The average annual construction turnover should be at least Rs 33.74 Crores, calculated as the total certified payments received for contracts in progress or completed within the last three financial years. In a joint venture, at least 70% of the requirement should be met by the lead partner, and at least 8% of the requirement should be met by each partner. The required percentage of similar works completed is 35% of the value of the work to be awarded. The value of the similar work completed should be at least 35% of the value of the work to be awarded. The bidder should submit actual value of work completed or substantially completed. The value of work for the past experience of a firm in a joint venture will be given credit in proportion to the percentage share of the firm in that joint venture. The updating formula for the value of work is A = B [1+ (5÷36500) x N], where A is the updated value of work, B is the value of work on the date of completion, and N is the number of days between the date of completion and the deadline for submission of bids. In case the value of the work is mentioned in a currency other than INR, it will be first converted to INR based on the exchange rates published by the Reserve Bank of India/International Monetary Fund, and then the figures in INR will be updated as mentioned above. The phrase "substantial completion" means where the employer has certified that the required value of the work as well as the required quantity of key activity has been physically completed, supported by the Employer's certificate. The bidder must provide details/references as to how the eligibility criteria are being met against each item of EQC. The required prior work experience for the bidder is specified, and the bidder should submit actual Value of Work completed/substantially completed. The contract shall be awarded to the bidder having higher average annual construction turnover in case of more than one bids being evaluated to be the lowest.
