The bid capacity required in the given tender is calculated using the formula: Assessed bid capacity = (2x A x N - B) Where:
A = maximum value of work executed in any one financial year during last five years (updated to the current price level)
B = value at current price level of the existing commitments and ongoing works to be completed during the period of completion of works for which bids are invited
N = No. of years prescribed for completion of the work for which the bids are invited. The rate of inflation shall be taken as 10% per year (Escalation factor) which will take into account the completed as well as work in progress. In case of joint venture, the available bid capacity will be applied for each partner to the extent of his proposed participation in the execution of work. If the extent of participation is not mentioned, the proposed participation in the execution of the work shall be considered as equal for each partner. Bidders who meet the minimum qualification criteria will be qualified only if the available bid capacity at the expected time of bidding is more than the total estimated cost put to tender.

The required prior work experience for the bidder includes experience in similar works and experience in similar major items of works. The bidder should have executed minimum quantities of important and critical items of work, such as drilling of borewells, with a qualifying quantity calculated as 0.4 x (estimated quantity of work) x 12 month/ period of completion. For example, if the estimated quantity of work is 300 nos. bore well and the period of completion is 3 years, the minimum quantity required would be 480 Nos BW to qualify. The bidder needs to provide documents in support of their bid capacity, including experience in similar works (as indicated at Schedule-A) and experience in similar major items of works (as indicated at Schedule-B(B)).
