SUPPLY OF ADDITIONAL EQUIPMENTS TO OPERATE THE NEW STATION AS LCNG & LNG DISPENSING STATION

Scope includes designing alongwith preparation of P&ID, PFD & GAD as per design basis, layout as per PESO rules and other applicable guidelines/Standards. Scope also includes but is not limited to design, engineering, procurement of materials, inspection, fabrication, painting and supply of following ON THE FLY SATURATION SKID WITH VAPORIZER (QTY. 1 NO.): - This includes modification of existing Sub merged motor type LNG pump for cylinder filling operation to work in auto mode for LNG fuelling with flow rate of 350 LPM at 6 Bar (g) differential pressure (or as suited to process) for LNG fuelling in Auto Mode. (Pumps skid considered common between LNG cylinder filling and LNG fuelling) - Necessary Cryogenic compatible valves and instruments for LNG fuelling process. - Interconnecting piping as per ASME B31.3 with cold insulation for less or no transfer losses - Bypass arrangements with piping and valves in case ON THE FLY SATURATION SKID WITH VAPORIZER is NOT required on LNG temperature basis. -Ambient Air vaporizer designed as per ASME SEC VIII, Div-I for on the fly saturation of LNG being fueled at required temperature.

MID OIML R117/R137 2. National Type Evaluation Program (NTEP) 3. Measurement Canada 4. INMETRO Brazil - 1 No. Saturated LNG Dispensing Hose of 4.5 meter length with Armor guard at both ends. - 1 No. Up to 50 GPM /150-190 LPM Filling Nozzle - 1 No. Vent Hose of 4.5 meter length - 1 No. 15 GPM / 57 LPM Vent Nozzle - 1 No. EX-Proof Display - 1 No. Earthing Cable - 1 No. Air Hose for Dry Frost/ Dust removal from Nozzle prior to Connection/ Disconnection from LNG fuel tank (Supply of Compressed Air & Instrument Air piping in client scope). - Emergency shutdown button.

Scope also includes but is not limited to design, engineering, procurement of materials, inspection, fabrication, painting and supply of following HIGH PRESSURE RECIPROCATING PUMP (QTY. 1 NO.): - - This includes modification of existing inlet & discharge piping and connection of New Supplied Pump with Existing HP pump for its interchangeablity - Necessary Cryogenic compatible valves and instruments for LCNG & ITS process. - Interconnecting piping as per ASME B31.3 with cold insulation for less or no transfer losses

415 V VFD Panel (For LNG HP Pump Skid-1, 1W+1S)

Design, engineering, manufacture, shop testing, packing and forwarding, transportation, delivery at storage and from storage to site of VFD Panel (For one set of LNG HP Pump Skid-1, 1W+1S) and communication with old VFD panel , as per P&ID

PLC SYSTEM (QTY. 1 NO): PLC System for control and monitoring of LNG fueling with HMI to be installed in control room with 30 minutes UPS back up for PLC System. This includes integration of existing PLC system with new supplied PLC system. Integration of following system also to be done with the new supplied PLC system: 1) RPD Meter installed at PRS system. 2) Mass Flow Meter installed for CNG filling. 3) Fire Water system.

CENTRALIZED GAS AND FIRE DETECTION SYSTEM (1 LOT): - Gas detectors at strategic locations (10 Nos) - Heat/ Temperature sensors at strategic locations (10 Nos) - Emergency Push Buttons at strategic locations (5 Nos)

Supply and Installation of Porta Cabin 1)Size 6 METERS X 3 METERS (QTY-02 Nos) - Each porta cabin will be supplied with Two Nos of 1.5 Tons Air Conditioners and Two Nos of Wall Mounted Fans - Each Porta cabin will have Two Tables & 06 Chairs - Lighting & Fixtures will be standrad and as per the industry standard

Earthing and Lightning Protection

Supply, design, engineering, manufacture, shop testing, packing and forwarding, transportation, delivery at storage and from storage to site of complete earthing and lightning protection system, earth electrodes/ pit, earth main ring, including marking, jumpers all associated civil work with all material and labour as per specification & IS-3043 and drawings approved by the Owner/Consultants.

Advanced Maintenance Free environment friendly Earthing system consisting of 1 no. of 3mtr length, 25 mm dia UL certified earth electrode made of high tensile low carbon steel circular rods, molecularly bonded copper on outer surface (minimum copper bonding thickness-250 microns) with GI/Cu terminals to connect incoming strips, Chamber etc including Ground enhancing chemical backfill compound for earthpit, this compound shall be odourless and an inert substance. It shall be environment friendly and doesnot attack the soil or corrode the metal electrodes ,complete in all respect (Environment freindly backfill compound duly certified as per ANSI/NSF standard 60/Toxic content certificate as safe for use near potable ground water resources.

Scope also includes but is not limited to design, engineering, procurement of materials, inspection, fabrication, painting and supply of following :- (Please refer attached layout in Technical Vol-II) FIELD INSTALLATION EQUIPMENTS/ACCESSORIES/MATERIAL REQUIREMENT (QTY. 1 LOT): - Interconnecting stainless steel piping connecting tanks, LNG fuelling pump skids, saturation vaporizer and Saturated LNG fuel dispenser supplied in pre-fabricated loose welded spools. - Earthing reel with 10 meter length earthing cable for earthing of LNG trailer during unloading process - Movable Hose Parking stands for holding LNG and BOG hoses - Field Junction Boxes for connection field instruments i.e. Gas detectors, Temperature sensors, Hooters, emergency push buttons etc. - Instrument and Power cables between field equipment to control room (up to100 meters Length considered) - Cable Trays between field equipment to control room (up to 100 meters Length considered) - Piping and cable tray supports within LNG yard - Cable tray, UPVC Pipes, Instrumnent tubing tray, Pipe Supports etc for completion of job and to make the system ready for commissioining - Structural Work like Piping support,Valve supports, etc - Modification/Addition of two nos. Feeders in existing MCC panel to suit the rating of VFD(mentioned in S No. 9).

ERECTION, INSTALLATION, TESTING, INTEGRATION WITH THE EXISTING SYSTEM (SHIFTED) & COMMISSIONING OF EQUIPMENTS/LCNG/LNG SYSTEM AT NEW GAIL LOCATION (KHORDA-TANGI)

The scope of work consist of erection/ installation of all equipment as defined under tender document (Including but not limited to existing LCNG#1 equipments/system after transportation alongwith new equipments/system) including design, engineering, procurement of materials required for erection, supply of materials required for erection, fabrication and carrying out site work for all mechanical, piping, electrical, instrumentation, PLC based control system, PLC & SCADA system etc. to complete the work in all respects including testing (as required), pre-commissioning and commissioning of the complete system. Notes: a. Supply of Misc. Items such as Foundation Bolts, Gaskets Etc. b. Auto vent valve arrangement to be provided in existing reciprocating pump skid and additional reciprocating pump skid to be added for stand by arrangement. c. Both tanks pressure and level equalization arrangement to be provided to maintain equal level and pressure in both the tanks d. Reciprocating pumps to be connected with tank having thermos-syphon and LNG fueling to be connected with non-thermo-syphon tank. Low pressure PRS to be connected with both the tanks. e. Cranes, Hydra and other handling equipment alongwith all accessories etc required for loading and erection of equipment at site (New location). f. Modification of LNG unloading pump at suction & discharge to use for LNG dispensing. g. Liquid Nitrogen, etc. required for pre-commissioning of cryogenic equipment is also included in the scope and quoted price. h. Providing technical assistance to GAIL/ MECON for obtaining statutory approvals shall also be included in the scope and quoted price. i. Bidder to include the start-up and commissioning spares for complete system in the quoted price. However, list of spares (start up and commissioning) to be submitted at the offer stage. Minimum 200% spares gaskets and 50 % spare fasteners (at least 1 no. of each size) to be supplied as commissioning & start-up spares. j. Civil work is excluded from the bidder’s scope. However, design, preparation of civil drawings (for shifted equipments and new equipments (to be supplied by the bidder) is in the scope of bidder) and stage verification of dimensions of civil & structures for equipments are included in the Bidder’s scope.

PROVIDING THE SERVICES FOR RESOURCES (Manpower) FOR VARIOUS ACTIVITIES

Providing the services for Resources(Manpower) for various unforseen/Required jobs as per the direction of Engineer In Charge/GAIL Representative/GAIL GA Incharge etc. Rate to include lodging, fooding, transportation, salaries, allowances, medical, insurance and all other incidental charges etc. (Minimum wages & other as per central government/state government whichever is higher)

Deployement of Engineer Level Resources

Deployement of Technicain / Operator Level Resources(Welders,MW Fitters,Riggers,Plumbers,Electricians,Gas Cutters,Grinders etc)

Deployement of Unskilled Resources(Fitters,Helpers,etc)

Comprehensive Annual Maintenance Contract(CAMC) for all New Supplied items (On the fly saturation unit with vaporizer,Dispenser with associated system,HP Reciprocating Pump,PLC & associated system,VFD,Earth pits and other electrical items/Equipments & instrument items/Equipments)with supply of spares for one year. -Preventive maintenance schedule as per OEM recommendation to be followed -Predictive and Breakdown maintenance as per the requirement to make available the station -Keeping the required spares to minimize/optimize the shutdown period -All the Man,Machine and Material requirement will be in bidder scope.

All works relating to statutory approvals of the installation from competent authority like Electrical Inspectorate, CEA, DGMS, SEB,PESO etc. including carrying out of all required modifications in design / Manufacturer / Installation to meet the requirement of Indian Electricity rules,PESO and other statutory regulations in force, carrying out necessary paper work and liasion with the authorities to obtain all necessary clearances for Dismantling,Loading,Transportation,Unloading,Erection,Integration,Commissioining and charging of installation as per relevant national standards. However the official fees towards the approvals shall be reimbursed by GAIL on the recommendation of PMC/EIC/GAIL rep/GAIL GA Incharge..
