Class-I local supplier and Class-II local supplier are eligible to bid, however, in the case of Global Tender Enquiry, Non-local suppliers are also eligible to bid along with Class-I and Class-II local suppliers.

The bid capacity required to bid in the given tender includes specific equipment and technical personnel. The equipment required includes an excavator cum loader, trucks, concrete batching plant, concrete transit mixer, and other machinery. The technical personnel required include a project engineer, supervisor, and other staff with specified years of experience. The formulas for calculating the bid value include quoting as "above / below / at par (0%) in single percentage basis" and the percentage derived shall be applicable on the value of the work executed as per the estimated rate mentioned in the Schedule of Quantities & Rates. The bidding capacity can be calculated using the formula: Bidding Capacity = [ { A x N x 1.5 } - B ], where A is the maximum turnover in construction works executed in any one year during the last 05 years, N is the number of years prescribed for completion of work, and B is the value of existing commitments and ongoing works. The bidder should have a bidding capacity equal to more than the total bid value put to tender and should have successfully physically completed "similar work" during the last 07 years, with a value of not less than Rs. 3.91 Cr, or two similar works each costing not less than Rs. 2.44 Cr, or three similar works each costing not less than Rs. 1.96 Cr. The value of executed works shall be brought to the current costing level by enhancing the actual value of work at a simple rate of 7% per annum. The Average Annual Financial Turnover during the last 03 years should not be less than Rs. 1.47 Cr.
