ANNEXURE A (E-TENDERING INSTRUCTIONS TO BIDDERS) 1.1 General The Detail Notice Inviting Tender (DNIT) is available online on the website The bid document can be downloaded free of cost, however, the bidder is required to submit demand draft towards cost of bid document in favour of Chief Engineer(NH), PWD(Roads), Meghalaya, Shillong payable at Shillong. The bidder is expected to examine carefully all instructions as per DNIT. Failure to comply with the requirements of Bid Documents shall be at the bidder’s own risk. Clarification on Bidding Documents The electronic bidding system provides for online clarification. A prospective bidder requiring any clarification may notify online the authority inviting the bid. The authority inviting bid will respond to any request(s) for clarification received earlier than 10 days prior to the deadline for submission of bids. Description of clarification sought and the response of the authority inviting the bid will be uploaded for information of the public or other bidders without identifying the source of request for clarification. Amendment of Bidding Documents Before the deadline for submission of bids, the Employer may modify the bidding documents by issuing online corrigendum. The corrigendum will appear on the web page of the website under “Latest Corrigendum” and email notification is also automatically sent to those bidders who have moved this tender to their “My Tenders” area. Any addendum thus issued shall be part of the bidding documents and deemed to have been communicated to all the bidders who have moved this tender to their “My Tenders” area. In case of any addendum/corrigendum, the system will automatically send e-mails to all bidders who have downloaded the bidding document. To give prospective bidders reasonable time in which to take an addendum into account in preparing their bids, the Employer shall extend, as necessary, the deadline for submission of bids. A. Preparation of Bids Language of Bid All documents relating to the Bid shall be in English only. Documents Comprising the Bid The Bid submitted by the Bidder shall be in two parts: Part I- This shall be named Technical Qualification Part of Bid and shall comprise of documents as specified in ANNEXURE B. Part II- It shall be named Technical - Financial Part of Bid and shall comprise of: Priced bill of quantities for items specified in BOQ and form of bid as per Annexure II of DNIT. 12. 2 The documents and details mentioned in ANNEXURE B shall be submitted online on website Details and process of online submission of the tender and relevant documents are given in the website mentioned above. The above are to be submitted in the manner as prescribed below: (a) Online submission: Scanned copies of the documents as specified in ANNEXURE B shall be uploaded on the website at the appropriate place after converting the same to PDF format. (b) Submission of Original Documents: The bidders are required to submit (i) original demand draft towards the cost of bid document (ii) original bid security in approved form (iii) original affidavit regarding correctness of information furnished with bid document (iv) original Bankers certificate (v) court fee stamp (vi) Attested recent photos, on a date not later than two working days after the opening of technical qualification part of the Bid, either by registered post or by hand, failing which the bids will be declared non-responsive. Bid Prices The Contract shall be for the whole Works, based on the priced Bill of Quantities submitted by the Bidder online.
