N = Number of years prescribed for completion of work for which Bid is invited.
Technical Capacity
The important information given under the technical capacity header, specifically related to prior work experience, includes:
* The Bidder shall have received payments for construction of Eligible Project(s), or has undertaken construction works by itself in a PPP project, such that the sum total thereof is more than Rs. 149.32 crore.
* For normal highway projects, the Bidder shall have completed two similar completed works costing not less than 25% of each of the estimated cost, or one similar completed work costing not less than 35% of the estimated cost.
* The project shall be considered completed if more than 90% of the value of work has been completed and such completed value of work is equal to or more than the above-mentioned criteria in the last 5 financial years preceding the bid due date.
* The Threshold Technical Capacity for normal highway projects is as follows:
- For Estimated Project Cost <= 100 Crore: 0.75 times of EPC
- For Estimated Project Cost > 100 Crore and <= 500 Crore: 1.0 times of EPC
- For Estimated Project Cost > 500 Crore: 1.0 times of EPC
* The Bidder should have received payments from its client(s) for construction works executed, fully or partially, or work executed and certified by the Engineer-in-charge/Independent Engineer/Authority’s Engineer during the 5 financial years immediately preceding the Bid Due Date, and only the amounts (gross) actually received/ work executed, during such 5 financial years shall qualify for purposes of computing the Experience Score.
* Receipts of or work executed amount less than Rs. 14.95 crore shall not be reckoned as receipts for Eligible Projects.
* The Bidder must provide a certificate from its statutory auditors or the concerned client(s) stating the payments received or construction carried out by itself during the past 5 years in respect of Eligible Projects.
* The value of work executed by the Bidder should be updated to the price level of the year indicated in the Appendix using an updation factor.
* The Bidder should also provide details of the amount of bonus received, if any, in EPC projects during the last 5 years, along with the updation factor and updated amount of bonus.
* The percentage of participation of the Bidder in the project should also be mentioned.

- Maintenance works taken up on EPC mode.
- Improvement in Riding Quality work (IRQP/IRQ) considered for Technical Capacity, but not for single completed works, unless taken up on EPC mode.
- Widening/ reconstruction/up-gradation works on NH/SH/Expressway or on any category of road taken up under CRF, ISC/EI, SARDP, LWE
- Widening/reconstruction/up-gradation works on MDRs with loan assistance from multilateral agencies or on BOT basis
- Widening/reconstruction/up-gradation work of roads in Municipal corporation limits, construction of Bypasses
- Construction of stand-alone bridges, ROBS, tunnels
- Construction/reconstruction of linear projects like airport runways, railways (construction/re-construction of railway tracks, yards for keeping containers etc.) metro rail and ports (including construction/re-construction of Jetties)
- Viaducts of railways or metro
- Container yard of ports
- Tunnel project: The sole Bidder or in case the Bidder being a Joint Venture, Lead member of Joint Venture shall have completed at least one tunnel project in the last 7 (seven) financial years preceding the Bid Due Date or till the Bid Due Date, consisting of single or twin tubes roads/Railway/Metro (including tunnel(s) for rail/irrigation/hydro-electric projects etc.) having at least 80% of the cross-sectional area of the tunnel to be constructed other than Cut & Cover method or cross-sectional area of 2 lane highway tunnel, whichever is less, and 40% length of the tunnel to be constructed in this project or 2 km, whichever is less.
Values like amount and percentage mentioned are:
- 10% of the Estimated Project Cost
- 20% of Estimated Project Cost for one similar work
- 0.75 factor for core sector projects
- 0.5 factor for projects situated in an OECD country
- Rs. 14.95 crore (Rs. Fourteen crore and Ninety Five lakhs only) as the minimum amount for receipts or work executed.
