For normal highway projects, at least one similar work of 20% of Estimated Project Cost (minimum Rs. 1.01 Crore) shall have been completed. A project shall be considered to be completed if more than 90% of the value of work has been completed and such completed value of work is equal to or more than 20% of the estimated project cost. The Bidder should have received payments from its client(s) for construction works executed, fully or partially, or work executed and certified by the Engineer-in-charge/Independent Engineer/Authority’s Engineer during the 5 financial years immediately preceding the Bid Due Date. Receipts of or work executed amount less than Rs. 0.25 crore shall not be reckoned as receipts for Eligible Projects. The cost of land and also cost towards pre-construction activities shall not be included in the computation of Experience Score. Experience for any activity relating to an Eligible Project shall not be claimed twice. For Major Bridge/ROB/Flyover projects, the bidder should have completed at least one similar project with a longest span of: - Less than or equal to 60m: no additional qualification is required. - More than 60m: 50% of the longest span or 100m, whichever is less. For tunnel projects, the bidder should have completed at least one similar project with a length of: - Less than or equal to 200m: no additional qualification is required. - More than 200m: 50% of the cross-sectional area of the proposed tunnel or two-lane highway tunnel cross-sectional area, whichever is less, and 20% of the length of the tunnel to be constructed in this project or 2 km, whichever is less. The bidder should have completed at least one similar project with a value of: - Less than or equal to Rs. 1000 crores: no additional qualification is required. - More than Rs. 1000 crores: 1.0 time of the estimated project cost or Rs. 1000 crores, whichever is less. The bidder should have completed at least one similar specialized project with a value of: - Less than or equal to Rs. 1000 crores: no additional qualification is required. - More than Rs. 1000 crores: 1.0 time of the estimated project cost or Rs. 1000 crores, whichever is less. The Bidder shall have received payments for construction of Eligible Project(s) or has undertaken construction works by itself in a PPP project, such that the sum total thereof is more than Rs.3.80 crore. In case of projects executed by applicant under category 3 and 4 as a member of Joint Venture, the project cost should be restricted to the share of the applicant in the joint venture for determining eligibility. Maintenance works are not considered as eligible projects, but maintenance works on EPC mode are considered eligible. Improvement in Riding Quality work (IRQP/IRQ) is considered for Technical Capacity but not for single completed works, unless it's a maintenance work on EPC mode. In case both estimated cost and revised cost of project are provided, the revised cost of project shall be considered for evaluation. The experience for each category would be computed as per the weight of the following factors to arrive at its aggregated Eligible Experience: - Category 1: Project in highways sector that qualify under Clause 2.2.2.6 (i) with a factor of 1 - Category 2: Project in core sector that qualify under Clause 2.2.2.6 (i) with a factor of 0.75 - Category 3: Construction in highways sector that qualify under Clause 2.2.2.6 (ii) with a factor of 1 - Category 4: Construction in core sector that qualify under Clause 2.2.2.6 (ii) with a factor of 0.75 For an Eligible Project situated in a developed country which is a member of OECD, the Technical capacity shall be further multiplied by a factor of 0.5. The highways sector includes highways, expressways, bridges, tunnels, runways, railways, metro rail, and ports. The core sector includes civil construction cost of power sector, commercial setups, airports, industrial parks, logistic parks, pipelines, irrigation, water supply, sewerage, stadium, hospitals, hotel, smart city, warehouses, oil & gas, and real estate development. For the purpose of computing Experience Score, construction shall not include supply of goods or equipment except when such goods or equipment form part of a turn-key construction contract/ EPC contract for the project. In case of a Joint Venture, one similar work of 20% of Estimated Project Cost should have been completed from the Eligible Projects in Category 1 and/or Category 3 individually by any of the JV members as a single work. Similar work or eligible projects given in technical capacity experience include: - Project in highways sector, with a value of 1 - Project in core sector, with a value of 0.75 - Construction in highways sector, with a value of 1 - Construction in core sector, with a value of 0.75 - Major Bridges/ROB/Flyovers projects, with specific requirements for longest span and tunnel length - Stand-alone specialized projects, with specific requirements for cost and technical capacity - Eligible Experience on Eligible Projects, with requirements for project cost, equity, and construction amount, including: - Capital cost of the project should be more than 5% of the amount specified as the Estimated Project Cost - Entity claiming experience shall, during the last 5 financial years preceding the Bid Due Date, have itself undertaken the construction of the project for an amount equal to at least one half of the Project Cost of eligible projects. Values and percentages mentioned: - At least one similar work of 20% of Estimated Project Cost shall have been completed from the Eligible Projects in Category 1 and/or Category 3. - For normal highway projects, the threshold technical capacity is 0.75 times the Estimated Project Cost (EPC) if EPC is less than or equal to 100 Crore, and 1.0 times the EPC if EPC is greater than 100 Crore and less than or equal to 500 Crore. - For standalone specialized projects (Major) Bridges/ ROB/Flyover/ Tunnel, the threshold technical capacity is 0.75 times the EPC if EPC is less than or equal to 100 Crore, 1.0 times the EPC if EPC is greater than 100 Crore and less than or equal to 500 Crore, and 1.0 times the EPC or Rs. 1000 crores, whichever is less, if EPC is greater than 1000 Crore.
