The eligibility requirements for the tender include: 1. Experience Criteria: The bidder should have experience of having successfully carried out and completed similar works during the last seven years. - For Non-MSE Bidders: One similar completed work costing not less than 855 lakhs, or two similar completed works each costing not less than 534 lakhs, or three similar completed works each costing not less than 427 lakhs. - For MSE Bidders: One similar completed work costing not less than 726 lakhs, or two similar completed works each costing not less than 454 lakhs, or three similar completed works each costing not less than 363 lakhs. 2. Past Performance: The bidder should have completed similar works, which include Supply, Testing, Installation & Commissioning of Supervisory Control & Data Acquisition system (SCADA) for a hydrocarbon cross country Pipeline in India. The technical certification required by the bidder to participate in this tender includes: - Certificate from the OEM regarding the percentage of local content and details of locations where local value addition is made. - Declaration relating to the percentage of local content certified by the statutory auditor or cost auditor (for companies) or a practicing cost accountant or a chartered accountant (for OEMs other than companies). - Certificate from a Chartered Accountant (CA) specifically mentioning that the bidder is not required to get its accounts audited under section 44 AB of the Income tax act 1961, if applicable. - English translation copy of documents (if not in English), duly certified, stamped, and signed by the Local Chamber of Commerce of the bidder's country. - Standalone Financial Statements or consolidated audited Financial Statements (if applicable), subject to certification by the statutory auditor or chartered accountant. - UDIN number on all audited financial documents and certificates issued by CA. - Copy of work order along with schedule of rates issued by main contractor to sub-contractor authorized by Owner/PMC of the Project. - Completion Certificate (in the name of subcontractor) for completed works certified by the owner/client (for whom the work order has been executed)/consultant. - Notarized certification from the Owner/ Client ((for whom the purchase order has been executed)/ Consultant that the PO has not been terminated as on the last day of the month previous to the one in which the applications are invited.
