The required prior work experience for the bidder includes successfully completing or substantially completing any one of the following categories of work(s) during the last 07 years: (i) Three similar works each costing not less than 30% of the advertised value of the tender, (ii) Two similar works each costing not less than 40% of the advertised value of the tender, (iii) One similar work costing not less than 60% of the advertised value of the tender. For composite works, the tenderer must have completed or substantially completed any one of the following categories of work(s) during the last 07 years: (i) Three similar works each costing not less than 30% of the advertised value of each component of tender, (ii) Two similar works each costing not less than 40% of the advertised value of each component of tender, (iii) One similar work each costing not less than 60% of the advertised value of each component of tender. The value of similar works completed is considered, with no separate evaluation for each component. The overall cost, including the Price Variation (PVC) amount, is taken into account. For subcontractors, they must have successfully completed at least one work similar to work proposed for subcontract, costing not less than 35% value of work to be subletted, in last 5 years. No previous work experience of subcontractor shall be asked for by the Railway for subletting of work costing up to Rs 50 lakh. The bidder's available bid capacity is calculated based on the maximum value of construction works executed and payment received in any one of the previous three financial years or the current financial year. The available bid capacity should be equal to or more than the total bid value of the present tender. The calculation for available bid capacity is: Available Bid Capacity = [A x N x 2] – 0.33xNxB, where A is the maximum value of construction works executed, N is the number of years prescribed for completion of work, and B is the existing commitments and balance amount of ongoing works. A specific percentage is mentioned as 90% for substantially completed work, where payment equal to or more than 90% of the present contract value has been made to the contractor.
