All the three bids i.e PQR bid, Techno-commercial bid & price bid must be duly signed by representative of the firm and to be enclosed in separate sealed envelopes clearly indicating Enquiry no E1893090 (PQR BID), Enquiry no. E1893090 (Techno-Commercial Bid) & Enquiry No. E1893090 (PRICE BID) on the respective envelopes. All the sealed envelopes are then to be put in one single envelope super scribed with Enquiry No. and Due date. Tender Evaluation: On due date of enquiry, only PQR Bid offer shall be opened and after scrutiny, vendors who are qualified in Pre-Qualification Requirement, Techno-commercial bid of those vendors shall be opened in tender room, for which separate advance intimation shall be given. After technical / commercial scrutiny, price bid of the vendors who are found technically & commercially in line with our requirement shall be opened, for which separate advance intimation shall be given. Page 2 of 7 5. Tender Cost Evaluation, shall be on the basis of delivered cost i.e. Landed/total cost to BHEL. (FOR FOREIGN VENDORS ) Foreign exchange rate of ‘TT selling rate of State Bank Of India (SBI)’ prevailing on the date of part-I (PQR) bid opening shall be taken. If the relevant day happens to be a bank holiday, then the forex rate as on the previous bank (SBI) working day shall be taken. 6. Inspection for foreign vendor by M/s Lloyds / BVQI / SGS / TUV (wherever applicable) prior to dispatch in line with approved manufacturing and Quality Plan. Charges, if any, are to be shown separately in the Price- Bid. In addition to this, inspection may be carried out by BHEL & its Customer at vendors works.
