The required prior work experience for the bidder includes completion of works in the last seven and current financial years. The bidder should have successfully completed or substantially completed with any Govt agencies/PSU/Municipal Corporation/local Govt bodies three similar works costing not less than the amount equal to 40% of estimated cost of work or two similar works costing not less than the amount equal to 50% of estimated cost of work or one similar work costing not less than the amount equal to 80% of estimated cost of work in last seven & current financial years. Substantially completed works mean those works which are 90% completed on the date of submission. The bidder should also have a Graduate Civil Engineer with 2 years of experience or a Diploma in Civil Engineering with 4 years of experience. The completion cost of works should be brought to a common base date of receipt of the bid using a 10% escalation per annum. The bidder should own or have assured access to critical equipment, plants, and vehicles. The bidder should not have a poor/slow progress in running work, and they should not have any serious defects observed in their work that stand unrectified. Additionally, the bidder should not have any cancelled or abandoned contracts with unrealized recoveries, and they should not be blacklisted by any government department. Similar work includes "Any civil engineering work including supply / laying of Precast Interlocking Cement Concrete Paving Blocks/ Interlocking Paving Blocks manufactured from Industrial Waste”. The bidder should submit a list of works completed or substantially completed in the last seven and current financial years, and ongoing works, in a specific format. The format includes details such as the name of the work, brief scope of work, name and address of the employer/client, accepted contract amount, date of commencement and completion of work, and cost of completed work. Available Bid Capacity is to be calculated based on the balance sheets or certificates from Chartered Accountant indicating annual turnover of Civil Engineering works constructed in the last 5 years. The bidder should also submit a scanned copy of the acceptance letter, work order, and completion certificate in support of the details provided. The bidder's available bid capacity (ABC) is calculated based on the maximum value of all civil engineering works in any one year during the last 5 financial years, updated to the current price level with an enhancement factor. The ABC formula is 2.50 A x N - B, where A is the maximum value of civil engineering works, N is the number of years prescribed for completion of the work, and B is the value of the balance ongoing works to be executed in period N.
