The important information related to prior work experience under the technical capacity header includes: * Experience shall be measured and stated in terms of a score (the "Experience Score").
* The Experience Score for an Eligible Project in a given category would be the eligible payments and/or receipts, divided by one crore and then multiplied by the applicable factor.
* The factors for experience across categories are: - Category 1: 1.45 - Category 2: 1.0 - Category 3: 1.0 - Category 4: 0.70
* In case the Bidder has experience across different categories, the score for each category would be computed as above and then aggregated to arrive at its Experience Score.
* The Experience Score determined in respect of an Eligible Project situated in a developed country which is a member of OECD shall be further multiplied by a factor of 0.5 (zero point five).
* Experience for any activity relating to an Eligible Project shall not be claimed by two or more Members of the Consortium, i.e., no double counting by a Consortium in respect of the same experience shall be permitted in any manner whatsoever.
* The Experience Score of the Bidder shall be computed as a weighted average of the Experience Score of a member and its proposed equity stake (%) in the Consortium.
* The financial strength or the experience score taken into assessment will be only of those who contribute a minimum 26% share to the Consortium.
* For a project to qualify as an Eligible Project under Categories 1 and 2, the entity claiming experience should have held a minimum of 26% equity during the entire year for which Eligible Experience is being claimed.
* The capital cost of the project should be more than Rs. 12.63 Crore.
* The entity claiming experience shall, during the last 5 financial years preceding the Application Due Date, have paid for development of the project or collected and appropriated revenues from users.
* For a project to qualify as an Eligible Project under Categories 3 and 4, the Applicant should have paid for execution of its construction works or received payments from its client(s) for construction works executed, fully or partially, during the 5 financial years immediately preceding the Bid Due Date, with payments/receipts of less than Rs. 12.63 Crore not being reckoned as payments/receipts for Eligible Projects.
* The Bidder shall have paid for, or received payments for, construction of Eligible Project(s); and/or paid for development of Eligible Project(s) in Category 1 and/or Category 2; and/or collected and appropriated revenues from Eligible Project(s) in Category 1 and/or Category 2, such that the sum total of the above is more than Rs. 252.53 Crore.
* At least one fourth of the Threshold Technical Capability (Rs. 252.53 Crore) shall be from the Eligible Projects in Category 1 and/or Category 3.
* For normal Highway projects, at least one similar work of 20% of Estimated Project Cost (Rs. 50.51 Crore) shall have been completed from the Eligible Projects in Category 1 and/or Category 3.
* A project shall be considered to be completed, if more than 90% of the value of work has been completed and such completed value of work is equal to or more than 20% of the estimated project cost.
* The conversion rate of Rupees to a US Dollar is 60 (Sixty).
* The cost of land shall not be included while computing the Experience Score of an Eligible Project.
* Payments/receipts of less than Rs. 12.63 Crore (Rupees Twelve Crore and Sixty Three Lakh only) shall not be reckoned as payments/receipts for Eligible Projects.
* The equity shareholding of the Bidder, in the company owning the Eligible Project, held continuously during the period for which Eligible Experience is claimed, needs to be given.
* The sum total of columns 6, 7, and 8, as the case may be, in respect of each Eligible Project shall be restricted to a ceiling equivalent to the Estimated Project Cost.
* The Experience Score is calculated by dividing the amount in the Experience column by one crore and then multiplying the result by the applicable factor set out in Table 3.4.6.
* In the case of a Consortium, the Experience Score is further multiplied by the proposed equity shareholding of the applicable Member.
* A specific percentage of 26% is mentioned as the paid-up and subscribed share capital in the project company when the bidder undertook construction of the project through a contractor.
* A Bidder, including any Consortium Member or Associate, should, in the last 3 years, have neither failed to perform on any contract nor been expelled from any project or contract by any public entity.Similar work or eligible projects mentioned in technical capacity experience include:
- Real estate development, with estimated capital cost exceeding the amount specified - Construction projects where payments made/received exceed the amount specified
- Widening / reconstruction / up-gradation works on NH / SH/Expressway or on any category of road taken up under CRF, ISC/ El, SARDP, LWE
- Widening/ re-construction/up-gradation works on MDRs with loan assistance from multilateral agencies or on BOT basis
- Widening/ reconstruction / up-gradation work of roads in Municipal corporation limits, construction of Bypasses
- Construction of stand- alone bridges, ROBs, tunnels
- Construction/reconstruction of linear projects like airport runways, railways (construction/re-construction of railway tracks, yards for keeping containers etc.) metro rail and ports (including construction/re-construction of Jetties)
- Expressways, National Highways, ISC & El works
- Construction of Bypasses
- Construction of stand- alone bridges, ROBs, tunnels
