Remarks (if any) : Undertaking by the Vendor: Read and understood all the Annexures in Appendix-I, General Terms & conditions of this Tender Enquiry as indicated specifically, and all the General Terms & conditions enclosed / Annexed are agreeable to us

GST & Excise Duties: a) GST as applicable has to be indicated clearly (in % & Rs.) or shall be deemed as included. b) The Service Provider warrants to have valid registration under applicable provisions of GST. A copy of the Registration certificate should be submitted along with the offer. c) Service provider’s right to payment is subject to submission of a valid Tax Invoice which would enable the Service Recipient (HAL) to claim Input Tax Credit in Compliance with the provisions of the GST. d) Service Provider also warrants to duly comply all relevant provisions of the GST Laws including filing returns, paying taxes within the stipulated period so that no hindrance can be faced by HAL to claim Input Tax Credit as per provisions of the GST Law.

MSME: As per the directives of Govt. of India, Ministry of Micro, Small & Medium Enterprises (MSME- MSMED ACT 2006) HAL Facilities Management Division has earmarked to procure goods worth 20% from MSMEs with a sub target of 4% of these 20% from MSMEs owned by SC/ST Entrepreneur, copies of the same should be scanned and uploaded along with offers for consideration. In line with directives, the procurement against this enquiry could be split as under: “The participating MSEs in tender, quoting price within the band of L1+15% may be allowed to supply a portion of the requirement by bringing down their price to L1 price, in a situation where L1 price is from someone other than a MSE. In this regard, it is to be informed the Ministry of MSME has issued clarification vide Office Memorandum No. F. No. 22 (1)/2021-MA dt. 24th Oct 2016 covering various FAQs wherein it is indicated against a query (i.e whether MSE quoting price within price band L1+15% may be awarded for full/complete supply of total tendered value to MSE, considering spirit of policy for enhancing the Govt. procurement from MSE. In view of the above, it is clarified that. In case the Tendered item falls under Splitable/divisible category, the MSE shall be allowed to supply 25% of total tendered quantity.(ii) In case the tendered item fall under non-splitable/non-divisible category, the MSE shall bbe allowed to supply 100% of total tendered quantity subject to the quoted price of MSE falls within the price band of L1+15% and such MSE agrees to match with L1 price (where L1 is non MSE Vendor). This tender falls under Non- Splittable/Non-divisible category.
