The bidder is required to have prior work experience in executing consultancy assignments with Power distribution utility within Jharkhand during the last 7 years, with a work order or start date of engagement after 1st April 2017. The bidder should have experience as a project management consultant or implementation of AMI/Smart metering for the Power distribution sector, involving the installation of a minimum of 50,000 Smart Meters. The required experience for key team members includes: - IT Infrastructure Expert: over 10 years of experience in advising power distribution utilities in areas of project management, AMI/AMR/Smart-Metering/loss reduction, technology implementation, and commercial processes. - System Integration & IT Application Expert: at least 7 years of total experience, with experience in project management support in areas of ICT Infrastructure and experience in designing, developing IT Applications/deployment of IT Solutions on Cloud Infrastructure in the Power Sector. The bidder should have experience in areas of DPR preparation, monitoring, supervision, quality assurance, bid process management, etc., as a Project Management Agency/Consultant, for completed or ongoing projects of AMI/AMR/Prepaid Smart Metering in the Power distribution sector in the last 7 years. The cumulative project value for such projects can be: - Rs. 2 Cr: 4 marks - Rs. 5 crore or above: 8 marks - Between Rs. 2 Cr and Rs. 5 Cr: proportionate between 4 and 8 marks The number of completed or ongoing projects having a total project value of not less than Rs.100 Crore for which the Bidder has provided or is providing Project Management Consultancy (PMC) services can be: - 02 marks for each project, maximum up to 08 marks Experience as a project management consultant or implementation of AMI/Smart metering for the Power distribution sector in the last 7 years, involving the installation of a minimum of 50,000 Smart Meters, can be: - Integration of 50,000 Smart Meters: 2 marks - Additional 2 marks for each additional lot of 50,000 Smart Meters, subject to a maximum of overall 08 marks The bidder should have a minimum average annual turnover of Rs. 50 Crore in consultancy businesses from its Indian operations during the last three financial years. The marks for this can be: - MAAT >= Rs. 50 Cr and <= Rs.100 Cr: 3 marks - MAAT >= Rs. 100 Cr: 5 marks - MAAT between Rs. 50 Cr and Rs. 100 Cr: proportionate between 3 and 5 marks The Performance Bank Guarantee amount shall be equal to 10% of the Contract value for 2 years. No specific percentage of similar works completed is mentioned, but the bidder should have achieved a turnover of at least Rs. 50 Crore in consultancy businesses from its Indian operations during the last three financial years, and have a positive net worth from its Indian operations separately during the last three financial years.
