The lowest (L1) and second-lowest (L2) bids will be determined by summing the costs of all work items: Cost of MPLS link 1 + Cost of MPLS link 2 + Cost of Router Management at both UIDAI locations. If two bids have the same L1 price, both will be awarded the contract, and the next lowest price will be considered L3. If multiple bidders have the same L1 and L2 prices, the bidder with the higher average turnover over the last three fiscal years (FY 2021-22, FY 2022-23, FY 2023-24) will be selected.
