The required prior work experience for the bidder includes completing similar works with specific values and percentages. The bidder must have completed: (i) Three similar works each costing not less than 30% of the advertised value of each component of the tender, (ii) Two similar works each costing not less than 40% of the advertised value of each component of the tender, or (iii) One similar work costing not less than 60% of the advertised value of each component of the tender. In the case of composite works, the tenderer must have completed: - Three similar works for each component, each costing not less than 30% of the advertised value of each component of the tender. - Two similar works for each component, each costing not less than 40% of the advertised value of each component of the tender. - One similar work for each component, costing not less than 60% of the advertised value of each component of the tender. The bidder's credentials, including the value of completed or substantially completed works, will be considered for the purpose of fulfillment of technical credentials. The value of the final bill (gross amount) including the PVC amount (if paid) shall be considered as the completion cost of work. If the final bill is pending, only the total gross amount already paid, including the PVC amount (if paid), shall be considered as the completion cost of work. For substantially completed work, the total gross amount already paid, including the PVC amount (if paid), as mentioned in the certificate, shall be considered as the cost of substantially completed work. The overall cost, including the PVC amount (if paid), of that completed work or substantially completed work, shall be considered, and no separate evaluation for each component of that work shall be made to decide eligibility. The average annual contractual turnover shall be calculated as an average of “total contractual payments” in the previous three financial years. The bidder's credentials, including bid capacity, are evaluated based on the formula: Available Bid Capacity = [A x N x 2] – 0.33xNxB, where A is the maximum value of construction works executed and payment received in any one of the previous three financial years or the current financial year. The value of existing commitments and balance amount of ongoing works (B) is considered in the bid capacity calculation. The calculation also involves the number of years prescribed for completion of work (N). For subcontractors, they must have successfully completed at least one work similar to the work proposed for subcontract, costing not less than 35% of the value of the work to be subletted, in the last 5 years. However, for subletting work costing up to Rs 50 lakh, no previous work experience of the subcontractor is required.
