The required prior work experience for the bidder includes "Design, Engineering, Providing, Welding, Laying/Fixing in proper position, Testing and Commissioning of underwater HDPE Pipeline of diameter and length not less than 250mm and 400M respectively." The experience criteria can be met in one of the following ways: 1. Three similar completed or substantially completed works each of value not less than 40% of the advertised cost of the work. 2. Two similar completed or substantially completed works each of value not less than 50% of the average of the limit of group. 3. One similar completed or substantially completed work of value not less than 80% of the advertised cost of the work. Substantial completion means that works (asset and facilities) resulting from the contract performance can be or have been put to use for the purpose for which they were intended, with 80% (value wise) or more works completed under the contract. For contracts under which the applicant participated as joint venture member, experience only up to the applicant's share by value, shall be considered during evaluation of the bids. The value of work executed shall be brought to current costing level by enhancing the actual value of work at simple rate of 07% per annum, calculated from the date of completion to the date of bid opening. The bidder should have prior work experience in construction/works, with a minimum annual turnover of 30% of the advertised cost for each of the last three financial years. The bidder should also have completed works during the last five years, with performance certificates issued by an authority not less than an Executive Engineer. The advertised cost of the work is Rs 928.89 Lacs. The required prior work experience for the bidder is specified in terms of the percentage of similar works completed. A lower limit of 26% is accepted instead of 51% under certain factors. The overall sum of all experience should aggregate to 100% of the prescribed experience/turnover clause. The bidder should have completed works with a value that can be calculated using a formula. The available bid capacity is calculated using the formula and should be more than or equal to the advertised cost, which is 100% of the advertised cost. The bidder's available bid capacity should be at least 100% of the advertised cost of Rs 928.89 Lacs.
