The bidder should have satisfactorily completed as Prime Contractor or sub-contractor during the last five financial years and current year before the date of Notice Inviting Tenders at least one similar work equal in value to one-third (one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work of any Government /Semi Government Department (excluding maintenance cost for five years) for which the bid is invited. The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in originally stipulated period of completion shall be counted as 120% for the purpose of this Sub-Clause. The bidder must provide details of other civil works of similar nature executed and completed in any Government or Semi-Government Department during the last five financial years and the current year. The bidder should also furnish a certificate from the employer incorporating clearly the name of the work, contract value, billing amount, date of commencement of works, actual date of completion of work, satisfactory performance of the contractor, and any other relevant information. The assessed available bid capacity will be calculated based on the maximum value of civil engineering works executed, the number of years prescribed for completion of the works, and a multiplier factor. Proposals for subcontracting the components of the Works for construction/up-gradation, aggregating to not more than 25 percent of the Contract Price are allowed. The bidder's performance in already allotted works will also be taken into account during the technical evaluation of bids. The bidder should not have a record of poor performance, such as abandoning works, not properly completing contracts, inordinate delays, litigation history, or financial failures. The bidder should also not have participated in the previous bidding for the same work and quoted unreasonably high or low bid prices without rational justification. In summary, the bidder should have prior work experience in civil engineering works, with a maximum value of works executed in any one financial year during the last five financial years, and should demonstrate having experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts.
