The required prior work experience for the bidder includes experience in projects considered as Non-PPP, as well as Public Private Partnership (PPP) projects. The bidder should provide a certificate from its statutory auditors/chartered accountant or the client, detailing the project's execution, completion, and payment received. In terms of value and percentage of similar works completed, the bidder's experience score is calculated based on the amount of work done, which is then multiplied by an applicable factor. The experience score is further multiplied by the proposed equity shareholding of the applicable member in case of a consortium. The sum total of the experience score for each eligible project is restricted to a ceiling equivalent to the estimated project cost. The percentage of shareholding is also considered, where the bidder should have more than 50% of the subscribed and paid-up voting equity of the associate, either directly or indirectly. The value of the net worth of the bidder is also considered, which should be in the format of Rs... cr. The required prior work experience for the bidder is specified in terms of "Eligible Experience" for the last 5 financial years preceding the Bid Due Date, with a capital cost of more than Rs. 55.43 Crore for certain categories. The bidder should have paid for development of the project or collected and appropriated the revenues from users during the 5 financial years preceding the Bid Due Date, with a sum total of more than Rs. 277.14 Crore for certain categories. The Experience Score for an Eligible Project would be calculated based on eligible payments and/or receipts, divided by one crore and then multiplied by an applicable factor, such as 1.25 for Category 1, 1.0 for Category 2, 1.0 for Category 3, and 0.75 for Category 4. The bidder should have a minimum Net Worth of Rs. 46.19 Crore, which is 25% of the Estimated Project Cost. The bidder should also have experience in operation and maintenance (O&M) of similar projects, and if not, should engage an experienced O&M contractor or hire qualified and trained personnel within 3 months from the Appointed Date. The bidder should provide certificates from statutory auditors/chartered accountant or clients stating the payments made/received or works commissioned during the past 5 years in respect of the projects. The required prior work experience is for the past 5 financial years preceding the Bid Due Date, with specific values and percentages mentioned, including a minimum Net Worth of Rs. 46.19 Crore, a sum total of more than Rs. 277.14 Crore, and a capital cost of more than Rs. 55.43 Crore.
