The bid capacity required in the given tender to bid can be calculated using the formula: Assessed Available Bid Capacity = (A*N*2 - B) Where: A = Maximum value of financial turnover (as certified by the Chartered Accountant) in any one year during the last three years (updated to price level of the last financial year at the rate of 8% per year compounded yearly). N = Number of years prescribed for completion of the works for which bids are invited (period up to 6 months to be taken as ½ and more than 6 months as 1 in a year). B = Value, at the current price level (compounded yearly @8% per year), of existing commitments and on-going works to be completed during the period of completion of the works for which bids are invited. The total bid capacity available shall be more than the estimated contract value. Additionally, for Joint Venture partners, the available bid capacity will be applied for each partner to the extent of his proposed participation in the execution of the work. Bidders who meet the minimum qualification criteria will be qualified only if their available bid capacity for construction work is equal to or more than the total bid value. The experience required is as follows: - Three similar works each costing not less than 40% of the value of work. - Two similar works each costing not less than 50% of the value of work. - One similar work costing not less than 80% of the value of work. The amount of works shall be updated to the price level of the last financial year at the rate of 8% per year compounded yearly. For a Joint Venture, the lead partner shall meet not less than 50% of the qualification criteria, and each of the remaining partners shall meet not less than 25% of all the criteria. The Joint Venture must collectively satisfy the criteria. The value of work is mentioned as: - Three works: Rs 97.36 Lacs - Two works: Rs 121.71 Lacs - Single Work: Rs 194.72 Lacs The formulas for adjustment of prices are: - For Grey Cement (OPC/PPC): Vc = Pc x Qc x (CI - C1o) / C1o - For Steel for reinforcement and structural members (index for MS Long Products): Vs = Ps x Qs x (SI - S1o) / S1o Where: - Vc = Variation in Cement (OPC/PPC) cost - Pc = Base price of Cement (OPC/PPC) - Qc = Quantity of Cement (OPC/PPC) used in the works - CI = All India wholesale price index for Cement (OPC/PPC) for the period under consideration - C1o = All India wholesale price index for Cement (OPC/PPC) as valid on the last stipulated date of receipt of tenders - Vs = Variation in cost of Steel (MS Long Products) - Ps = Base price of Steel (MS Long Products) - Qs = Quantity of Steel (MS Long Products) paid or used in the works - SI = All India Wholesale Price Index for Steel (MS Long Products) for the period under consideration - S1o = All India Wholesale Price Index for Steel (MS Long Products) as valid on the last stipulated date of receipt of tenders
