Page 1 of 33 PART- A TECHNICAL BID THE FOOD CORPORATION OF INDIA DISTRICT OFFICE FARIDABAD INVITATION OF TENDER AND INSTRUCTIONS TO TENDERERS FOR APPOINTMENT OF FCI MANDI TRANSPORT & LABOUR CONTRACTORS. IMPORTANT NOTE: 1) Tender documents may be downloaded from Central Public Procurement Portal https://eprocure.gov.in/eprocure/app . Aspiring Bidders/ Suppliers who have not enrolled/registered in e-procurement should enrol/register before participating through the website https://eprocure.gov.in/eprocure/app. The portal enrolment is free of cost. Bidders are advised to go through instructions provided in Notice Inviting Tender regarding ‘Instructions for online Bid Submission‟. 2) Tenderers can access tender documents on the website, fill them with all relevant information and submit the completed tender document into electronic tender on the website https://eprocure.gov.in/eprocure/app. 3) Tenders and supporting documents should be uploaded through e-procurement portal. Hard copy of the tender documents will not be accepted. NOTE: If the date fixed for opening of tenders is subsequently declared a holiday, the tenders will be opened on the next working day following the holiday but there will be no change in the time for opening as indicated above. Tender to remain open for acceptance up to and inclusive of THE DATE WHICH OCCURS ON 45 TH DAY FROM THE DATE OF OPENING OF TENDER ENQUIRY. NOTE:- 1. The Area Manager, Food Corporation of India, District Office, Faridabad may at his discretion, extend this day by 30 (Thirty) days and such extension shall be binding on the tenderers. 2. If the date up to which the tender is open for acceptance is declared to be a closed holiday/Sunday, the tender shall be deemed to remain open for acceptance till the next following working day. GENERAL INFORMATION TO TENDERERS 1. Place of Operation: The Mandies and all the storage points linked to the mandies as deemed fit to the corporation. (I) Mandies: Any premises where the procurement of food grains is done by the State or central govt. (II) Storage Points: The storage points are the premises used to store the food grains. Open plinths, covered capacities or any other type of godowns, premises where the food grains are stored by the corporation is covered under the definition of storage points. Page 2 of 33 (III) Existing Storage Points: The storage points which have been linked to specific mandies, as deemed fit to the corporation. The food grains procured in the mandies are to be transported to the said storage points by the contractors .The information of such storage points along with linked mandies is available in the Notice Inviting the tenders. (IV) Storage points Hired during Currency of contract: The storage points which are hired by the corporation during the procurement season and linked with the specific mandies, as deemed fit to the corporation, during the currency of the season/contract. The food grains are to be transported to these storage points by the contractors. NOTE: Notwithstanding the number and storage capacity of the existing godowns and those expected to be constructed/acquired during the contract period the description of which is given in the tender, the Corporation may, during the currency of the contract, take over/acquire/construct more godowns for storage as and when necessary. Alternatively, it may also be necessary for the Corporation to give up or release one or more godowns out of those, the description of which is given in these documents or out of those, which are constructed/acquired later during the pendency of the contract. In such an event the contract shall not be rendered invalid and the contractor shall be bound to perform all the services/duties and execute all the works as per terms and conditions and rates of the contract and they shall not be entitled to make any claim whatsoever against the Corp
