Work Experience Requirements
The required prior work experience for the bidder includes experience in similar works, such as projects in the Electrical Transmission sector, Sub-transmission sector, and Electrical distribution sector. The bidder should have completed works in one or more of the following areas: EHT lines, HT lines, LT lines, Distribution transformers, and Substations.
The bidder should meet one of the following criteria:
- Experience in similar work under a single contract, costing not less than Rs. 238.25 Crores (i.e., 70% of the estimated amount of the project).
- Experience in similar works under two contracts, each costing not less than Rs. 136.14 Crores (i.e., 40% of the estimated amount of the project).
- Experience in similar works under three contracts, each costing not less than Rs. 102.11 Crores (i.e., 30% of the estimated amount of the project).
In the case of a Joint Venture (JV), collectively, the partners should meet the criteria mentioned above. However, each partner should have completed at least one contract costing not less than Rs. 102.11 Crores (i.e., 30% of the estimated amount of the project).

There are two formulas for bid capacity.
The first formula is: Bidding capacity = [A X N X 2] - B
The variables used in this formula are defined as:
• A: Maximum annual turnover in last 5 FYs (to be CA certified)
• N: Years prescribed for work completion under tender (but a value of [3] may be taken)
• B: Value of existing commitments & ongoing works for which LOI/LOA have been issued (to be certified by the Company Secretary / whole-time Director / CEO of the bidder) plus commitments on account of any LI declaration as part of the DISCOM tender opening.
The second formula for bid capacity, also referred to as Liquidity available for this bid, is:
Liquidity available for this bid (A-B) = Total (A) - 10% of the current commitments as indicated in Form Fin-3 (B)
Here, the variables are defined as follows:
- Total (A) is the total financial resources available, which can be calculated by considering either:
- The sum of un-utilized values of Overdraft limits, Cash Credit Limits, Letter of Credit, Bill Discounting, Trade Credit, and Working Capital Loan,
- Or the Bank Balance.
- 10% of the current commitments as indicated in Form Fin-3 (B) refers to 10% of the value of unexecuted contracts or projects that the bidder is currently committed to, as declared and certified by the bidder.
