Work Experience Requirements
The required prior work experience for the bidder includes experience in similar works such as projects executed in sectors like Electrical Transmission, Sub-transmission, and Electrical distribution, specifically in construction works like EHT lines, HT lines, LT lines, Distribution transformers, and Substations.
The bidder must meet one of the following minimum criteria in the past 7 years:
i. Experience in similar work under a single contract, costing not less than Rs. 195.72 Crores, which is 70% of the estimated amount of the project.
ii. Experience in similar works under two contracts, each costing not less than Rs. 111.84 Crores, which is 40% of the estimated amount of the project.
iii. Experience in similar works under three contracts, each costing not less than Rs. 83.88 Crores, which is 30% of the estimated amount of the project.
In the case of a Joint Venture, collectively, the partners should meet these criteria, with each partner having completed at least one contract costing not less than Rs. 83.88 Crores, which is 30% of the estimated amount of the project.

There are two formulas for bid capacity found.
The first formula for bid capacity is:
Bidding capacity = [A X N X 2] - B
The variables used in this formula are defined as:
• A: Maximum annual turnover in last 5 FYs (to be CA certified)
• N: Years prescribed for work completion under tender (but in order to standardize the same, a value of [3] may be taken)
• B: Value of existing commitments & ongoing works for which LOI/LOA have been issued (to be certified by the Company Secretary / whole-time Director / CEO of the bidder) plus commitments on account of any LI declaration as part of the DISCOM tender opening.
The second formula for bid capacity, also referred to as Liquidity available for this bid, is:
Liquidity available for this bid (A-B) = Total (A) - 10% of the current commitments as indicated in Form Fin-3 (B)
Here, the variables are defined as:
- Total (A): This is the total of the financial resources of the bidder, which includes Overdraft limits, Cash Credit Limits, Letter of Credit, Bill Discounting, Trade Credit, Working Capital Loan, and Bank Balance.
- Current commitments: This refers to the value of unexecuted projects of the bidder on the date of bid submission.
- B: This represents 10% of the current commitments as indicated in Form Fin-3.
- Liquidity available for this bid: This is the amount of financial resources available to the bidder for the specific bid, and it should be equal to or more than 10% of the estimated cost of the bid.
