Work Experience Requirements
The required prior work experience for the bidder includes experience in similar works, such as Electrical Transmission sector, Sub-transmission sector, Electrical distribution sector, and specific construction works. The experience can be under a single contract or multiple contracts with the following monetary values and percentages of the estimated project amount:
- A single contract costing not less than Rs. 228.28 Crores (70% of the estimated project amount)
- Two contracts, each costing not less than Rs. 130.45 Crores (40% of the estimated project amount)
- Three contracts, each costing not less than Rs. 97.84 Crores (30% of the estimated project amount)
In the case of a Joint Venture, each partner should have completed at least one contract costing not less than Rs. 97.84 Crores (30% of the estimated project amount), and collectively meet the above criteria. The works considered should be completed works only, executed under Govt./Semi-Govt./autonomous body of Central/State Govt./Electricity Power Utility/ Power Deptt. in India.
Class Of Bidder
The eligible class required by a bidder to participate in the tender is 'Class –I local supplier'.
Bid Capacity
There are two formulas for bid capacity.
The first formula is: Bidding capacity = [A X N X 2] - B
The variables used in this formula are defined as:
• A: Maximum annual turnover in last 5 FYs (to be CA certified)
• N: Years prescribed for work completion under tender (but in order to standardize the same, a value of [3] may be taken)
• B: Value of existing commitments & ongoing works for which LOI/LOA have been issued (to be certified by the Company Secretary / whole-time Director / CEO of the bidder) plus commitments on account of any LI declaration as part of the DISCOM tender opening.
The second formula, also referred to as "Liquidity available for this bid", is:
Liquidity available for this bid (A-B) = Total (A) - 10% of the current commitments as indicated in Form Fin-3 (B)
Here, the variables are defined as:
- Total (A): This is the total of the un-utilized financial resources, which includes un-utilized Overdraft limits, Cash Credit Limits, Letter of Credit, Bill Discounting, Trade Credit, Working Capital Loan, and Bank Balance.
- 10% of the current commitments as indicated in Form Fin-3 (B): This refers to 10% of the value of unexecuted projects (current commitments) of the Bidder, which is calculated and declared by the Bidder on the date of bid submission.
