The required prior work experience for the bidder is related to the "Substantially Completed Work" which means an ongoing work in which payment equal to or more than 90% of the present contract value has been made to the contractor. The bidder must have minimum average annual contractual turnover of V/N or V, whichever is less, where V is the advertised value of the tender in crores of Rupees and N is the number of years prescribed for completion of work. The bidder must have successfully completed or substantially completed any one of the following categories of work(s) during the last 07 (seven) years: i. Three similar works each costing not less than the amount equal to 30% of advertised value of each component of tender, ii. Two similar works each costing not less than the amount equal to 40% of advertised value of each component of tender, iii. One similar work each costing not less than the amount equal to 60% of advertised value of each component of tender. For a subcontractor, the required prior work experience is at least one work similar to the work proposed for subcontract, costing not less than 35% value of work to be subletted, in the last 5 years. However, for subletting of work costing up to Rs 50 lakh, no previous work experience of subcontractor is required. The available bid capacity is calculated as under: Available Bid Capacity = [A x N x 2] – 0.33xNxB Where, A = Maximum value of construction works executed and payment received in any one of the previous three financial years or the current financial year, N = Number of years prescribed for completion of work for which bids have been invited, B = Existing commitments and balance amount of ongoing works with the tenderer. The value of completed or substantially completed works is considered for fulfillment of credentials. If a work is physically completed, the value of the final bill (gross amount) including the PVC amount (if paid) is considered as the completion cost of work. In case the final bill is pending, only the total gross amount already paid, including the PVC amount (if paid), is considered as the completion cost of work. The overall cost, including the PVC amount (if paid), of a completed or substantially completed work similar in nature is considered for fulfillment of technical credentials. The tenderer must furnish details of the maximum value of construction works executed and payment received, as well as existing commitments and balance amounts of ongoing works, which should be duly verified by a Chartered Accountant. Mentioned values and percentages include: - 90% of the present contract value for substantially completed work - 30% of advertised value of each component of tender for three similar works - 40% of advertised value of each component of tender for two similar works - 60% of advertised value of each component of tender for one similar work - 35% value of work to be subletted for a subcontractor - 0.33xNxB for available bid capacity calculation - Rs 50 lakh for subletting of work with no previous work experience required for subcontractor.
