The bidder should have prior work experience in civil engineering constructions, with a total value of work performed in the last five years considered for qualification. The bidder should have experience in successfully completing or substantially completing at least one contract of similar works of at least 40 percent of the value of the proposed contract within the last five years. The experience of the other joint venture partners shall be considered if it is not less than 30 percent of the qualifying criteria. Substantially completed works mean those that are at least 90% completed. The bidder should provide information on the numbers, types, and capacities of each plant/equipment, along with the cycle time for each operation for the given production capacity to match the requirements. The bidder should employ full-time technically qualified staff, including graduate and diploma civil engineers, with the specific requirements depending on the cost of the work to be executed. The bidder's available bid capacity is calculated based on the maximum value of work executed in any one year during the last five years, updated to the current price level, and the value of existing commitments and ongoing works to be completed during the next 18 months. For joint ventures, each partner's experience and available bid capacity are considered to the extent of their proposed participation in the execution of the work. The lead partner must meet at least 50% of the qualification criteria, while other partners' experience is considered if it is not less than 30% of the qualifying criteria. The bidder must provide information on their previous work experience, including the value of contracts completed, the date of issue of work orders, and the actual date of completion, as well as any reasons for delays or failures to complete contracts. This information is used to evaluate the bidder's qualification and available bid capacity.
