The bidder should have prior work experience as a prime contractor or nominated sub-contractor, with execution of all main items of work described in the bid documents, over the last five years and in the current year before the submission of the bid. The sub-contract should have involved execution of all main items of work described in the bid document. In terms of specific values and percentages, the bidder should have completed works with a total value of Rs.20 lakhs in the last five years, with at least 20% of the work performed as a prime contractor. The lead partner should meet not less than 50 percent of all criteria, while the joint venture must collectively satisfy the criteria. The experience of the other joint venture partners shall be considered if it is not less than 30 percent of the qualifying criteria. The bidder should have achieved a minimum annual financial turnover of the annual value of the contract applied for in any one year over the last five years. Additionally, the bidder should have experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. The works should be at least 90 percent completed. For substantially completed works, the bidder should have completed at least 90% of the original contract price. The bidder should also have access to liquid assets or credit facilities up to 25 percent of the value of the contract. The bidder must have prior work experience in civil engineering constructions, with specific requirements for the number of engineers based on project values, such as two graduate Civil Engineers and three diploma Civil Engineers for works costing more than Rs.50 lakhs.
