The required prior work experience for the bidder includes having substantially completed works, meaning those works which are at least 90% completed, with the gross value of work done up to the last date of submission being 90% or more of the original contract price. The bidder should have experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. The values and percentages mentioned for similar works completed include: - 90% completion of works - 40% of the value of the proposed contract for similar works completed - 90% or more of the original contract price for the gross value of work done Additionally, the bidder should have achieved a minimum annual financial turnover of the annual value of the contract applied for in any one year over the last five years. For joint ventures, the lead partner must meet not less than 50 percent of all criteria, and the joint venture must collectively satisfy the criteria, with the experience of the other joint venture partners considered if it is not less than 30 percent of the qualifying criteria. The bidder should also have availability of personnel with adequate experience as required and access to liquid assets and/or credit facilities up to 25 percent of the value of the contract/contracts applied. The available bid capacity is calculated as (A*N*2-B), where A is the maximum value of work executed in any one year during the last five years, B is the value at the current price level of existing commitments and ongoing works, and N is the number of years prescribed for completion of the works.
