The bidder should have experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. Substantially completed works mean those works which are at least 90% completed. For specific values, the bidder should have completed works of a certain value, and the maximum value of work executed in any one year during the last five years is considered. The lead partner in a joint venture should meet "not less than 50 percent of all criteria" and the joint venture as a whole should "collectively satisfy the criteria". The experience of other joint venture partners is considered if it is "not less than 30 percent of the qualifying criteria". Additionally, the bidder should have a consistent history of awards, and their record of poor performance is considered in the evaluation. The bidder should also provide information on litigation history and financial failure due to bankruptcy. The bidder is required to invest a minimum cash up to 25% of the value of the work during implementation of the contract. For works costing up to 7.5 crore (ROAD), 7.0 crore (BUILDING & BRIDGE), the bidder is required to submit work experience, if necessary.
