The bidder should have experience in successfully completing or substantially completing at least one contract of road works of at least 40 percent of the value of the proposed contract within the last five years. The works should be at least 90% completed as on the date of submission to be considered substantially completed. This experience can be acquired as a prime contractor, member of a joint venture, or nominated sub-contractor. For joint ventures, the lead partner must meet not less than 50 percent of all criteria, and the joint venture must collectively satisfy the criteria, with other partners' experience considered if it is not less than 30 percent of the qualifying criteria. The bidder should submit a certificate from the employers with details such as the name of the work, contract value, billing amount, and date of commencement of works. The value of similar works completed should be at least 40 percent of the proposed contract value, and the percentage of completion should be at least 90 percent.
