The value and percentage of similar works completed are: - 40 percent of the value of the proposed contract - 90 % completion of substantially completed works. The bidder should have achieved a minimum annual financial turnover in any one year, over the last five years of the annual value of contract/contracts applied for. The bidder should also have experience in successfully completing or substantially completing at least one similar type work of at least 40 percent of the value of the proposed contract within the last five years. The lead partner shall meet not less than 50 percent of all criteria given and the experience of the other joint venture partners shall be considered if it is not less than 30 percent of the qualifying criteria. The bidder should have a sound financial position, with long-term profitability, including an estimated financial projection for the next two years. The bidder should provide accurate information on any litigation or arbitration resulting from contracts completed or under execution by him over the last five years. The bidder should not have a record of poor performance, such as abandoning the work, or rescinding of contract for which the reasons are attributable to the non-performance of the contractor. The bidder should also not have a consistent history of litigation awarded against the applicant or financial failure due to bankruptcy. The value of the contract is Rs. 2,17,31,468.87, and the bidder should have access to liquid assets and/or credit facilities up to 25 percent of the value of the contract. The bidder should submit the audited balance sheets for the last five years, which must demonstrate the soundness of the applicant’s financial position. The required prior work experience for the bidder includes the total value of civil engineering constructions work performed in the last five years. The bidder should have completed works of a similar nature over the last five years and in the current year before the submission of the bid. The bidder is required to provide information on the quantities of work executed as a prime contractor or as a nominated sub-contractor. The bidder is also required to provide information on the value of contracts, including the contract number, date of issue of work order, stipulated period of completion, and actual date of completion. The bidder should have an available bid capacity at the expected time of bidding, which is more than the total estimated cost of the works. The available bid capacity will be calculated based on the maximum value of work executed in any one year during the last five years, and the value of existing commitments and ongoing works to be completed during the next period of completion of work for which bids are invited. The assessed available bid capacity is calculated as (A*N*2-B), where A is the maximum value of work executed in any one year during the last five years, N is the number of years prescribed for completion of the works, and B is the value at current price level of the existing commitments and ongoing works to be completed during the next period of completion of work for which bids are invited. The bidder should employ full-time technically qualified staff during the execution of this work, including a graduate Civil Engineer and/or diploma Civil Engineers, depending on the cost of the work to be executed. The engineer so employed for the Government work must have sufficient experience to handle the work independently. The bidder should submit the bid with a copy of the joint venture agreement, providing the joint and several liabilities with respect to the contract, if applicable. The bidder should give a list of machineries in his possession and which they propose to use on the work, including the location, age, make, capacity, and approximate value of the machinery. The bidder should provide a detailed construction planning and methodology, supported with layout and necessary drawings and calculations, to allow the employer to review their proposals. The numbers, types, and capacities of each plant/equipment shall be shown in the proposals, along with the cycle time for each operation for the given production capacity to match the requirements. For the employment of a qualified site Engineer by the Contractor, the following conditions apply: 1. Two graduate Civil Engineers and three diploma Civil Engineers when cost of the work to be executed is more than Rs.50 lakhs. 2. One graduate & two Diploma, Civil Engineers when the cost of the work to be executed is more than Rs.15 lakhs but less than Rs.50 lakhs. 3.
