The bidder should have prior work experience in civil engineering constructions. They should have completed substantially completed works, which means those works that are at least 90% completed, with a certificate from the employers. The certificate should include the name of the work, contract value, billing amount, date of commencement of works, satisfactory performance of the contractor, and any other relevant information. The bidder should have experience as a prime contractor, and work performed in the past as a nominated sub-contractor will also be considered if the sub-contract involved execution of all main items of work described in the bid documents. They should have completed works with a value of at least 90% of the original contract price. The bidder should have completed similar works with a total value of at least Rs. 15 lakhs, Rs. 50 lakhs, or Rs. 5 lakhs, depending on the cost of the work to be executed. They should have employed full-time technically qualified staff, including graduate and diploma civil engineers, depending on the cost of the work to be executed. In a joint venture, the lead partner must meet not less than 50 percent of all criteria, and the joint venture must collectively satisfy the criteria. The experience of other joint venture partners shall be considered if it is not less than 30 percent of the qualifying criteria. The bidder should also have experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. The substantially completed works should be at least 90% completed.
