The required prior work experience for the bidder includes having achieved a minimum annual financial turnover of at least the annual value of the contract or contracts applied for in any one year over the last five years. The bidder should also have experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. The value of similar works completed should be at least 40 percent of the value of the proposed contract. Substantially completed works mean those works which are at least 90% completed. The bidder should submit a certificate from the employer incorporating the name of the work, contract value, billing amount, date of commencement of works, and satisfactory performance of the contractor. In terms of financial requirements, the bidder should have access to liquid assets of up to 25 percent of the value of the contract and should undertake to invest a minimum cash up to 25% of the value of the work during implementation of the contract. Additionally, in the case of a joint venture, the lead partner shall meet not less than 50 percent of all criteria, and the joint venture must collectively satisfy the criteria.
