The required prior work experience for the bidder includes having experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. The bidder should also have a minimum annual financial turnover, defined as billing for works in progress and completed in all classes of civil engineering construction works only, of at least the annual value of the contract or contracts applied for in any one year over the last five years. The value of similar works completed should be at least 20 (in Rs. Lakhs) for the last five years. However, no specific percentage is mentioned for the required prior work experience, except that substantially completed works mean those works which are at least 90 percent completed as on the date of submission, with a gross value of work done up to the last date of submission being 90 percent or more of the original contract price. The bidder needs to provide information on work performed as a prime contractor or as a nominated sub-contractor, including the project name, employer, description of work, contract number, value of contract, date of issue of work order, stipulated period of completion, and actual date of completion. Additionally, the bidder needs to provide quantities of work executed, including cement concrete, masonry, earthworks, and bituminous work, for the last five years. The bidder also needs to provide information on their bid capacity, including existing commitments and ongoing works, as well as works for which bids have been submitted and are yet to be completed. The bidder should have acquired the experience of execution of all major items of works under the proposed contract as a subcontractor. In the case of a joint venture, weight towards experience of the project would be given to each joint venture in proportion to their financial participation in the joint venture. An undertaking is required from the bidder to invest a minimum cash up to 25% of the value of the work during implementation of the contract.
