The required prior work experience for the bidder includes having successfully completed or substantially completed at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. The works may have been executed by the applicant as prime contractor or as a member of a joint venture or as a nominated sub-contractor. Substantially completed works means those works which are at least 90% completed, with a gross value of work done up to the last date of submission being 90% or more of the original contract price. In terms of specific values and percentages, the bidder should have experience in completing contracts with a value of at least 40% of the proposed contract. The works should be at least 90% completed. Additionally, the bidder should have achieved a minimum annual financial turnover in any one year, over the last five years, of at least the annual value of the contract/contracts applied for. The lead partner in a joint venture shall meet not less than 50 percent of all criteria given, and the joint venture must collectively satisfy the criteria. The experience of the other joint venture partners shall be considered if it is not less than 30 percent of the qualifying criteria. The bidder is also required to provide a certificate from the engineer-in-charge or employers, incorporating clearly the name of the work, contract value, billing amount, date of commencement of works, satisfactory performance of the contractor, and any other relevant information. The bidder should have a minimum cash investment of up to 25% of the value of the work during the implementation of the contract.
