The required prior work experience for the bidder includes having completed similar works within the last five years. The bidder should have experience in successfully completing or substantially completing at least one contract of similar work of at least 40 percent of the value of the proposed contract within the last five financial years. The bidder should have completed 60% of the quantity of principal items of work like concrete, earthwork, pipeline, pumping station, etc. within the last five financial years. Substantially completed works mean those works which are at least 90% completed as on the date of submission, and continuing satisfactorily. The bidder should have achieved a minimum annual financial turnover of Rs.---- Crore for works in progress and completed in all classes of civil engineering construction works in any one year, over the last five financial years. In a joint venture, the lead partner should meet not less than 50 percent of all criteria, and the joint venture must collectively satisfy the criteria. The experience of the other joint venture partners shall be considered if it is not less than 30 percent of the qualifying criteria. The value of similar works completed is considered in the calculation of the available bid capacity, where A is the maximum value of work executed in any one year during the last five years. The available bid capacity is calculated as (A*N*2-B), where A is the maximum value of work executed, N is the number of years prescribed for completion of the works, and B is the value of existing commitments and ongoing works. The bidder should provide information on the quantities of work performed, including the name of the employer, contract reference, and value of work completed. The bidder should also provide a total value of civil engineering constructions work performed in the last five years, in Rs. Lakhs. The bidder's prior work experience is evaluated based on their general and particular experience, personnel and equipment capabilities, and financial positions. To qualify, the applicant must meet the minimum pass/fail criteria, which includes demonstrating experience and resources sufficient to meet the aggregate of the qualification criteria for each contract. The base year for evaluating the bidder's experience is the current financial year, and enhancement factors are applied to the costs of works executed and financial figures to a common base value for works completed in India. The factors range from 1.00 for the base year to 1.61 for works completed five years prior.
