The required prior work experience for the bidder includes experience in successfully completing or substantially completing at least one contract of highway or airport runway of at least 40 percent of the value of the proposed contract within the last five years. The works may have been executed as prime contractor, joint venture, or nominated sub-contractor. Substantially completed works mean those works which are at least 90% completed. The value of similar works completed should be at least 40% of the proposed contract value. Additionally, the bidder should have completed works of a similar nature over the last five years. The total value of civil engineering construction work performed in the last five years should be provided, with a breakdown of the amount of works for each year. The bidder should also have a minimum annual financial turnover in any one year, over the last five years, of the annual value of the contract applied for. The value of similar works completed is also considered in terms of access to liquid assets or credit facilities, which should be at least 25 percent of the value of the contract applied for. In the case of a joint venture, the lead partner should meet at least 50 percent of the qualification criteria, and the joint venture should collectively satisfy the criteria. Other joint venture partners should have at least 30 percent of the qualifying criteria. The bidder's available bid capacity will be calculated based on the maximum value of work executed in any one year during the last five years. The assessed available bid capacity is calculated as (A*N*2-B), where A is the maximum value of work executed in any one year during the last five years, B is the value of existing commitments and ongoing works, and N is the number of years prescribed for completion of the works. The bidder's available bid capacity should be more than the total estimated cost of the works. A solvency certificate for 20% of the Tender Amount is also required.
