The required prior work experience for the bidder includes: - Project Manager / Team Leader: Minimum 10 years of relevant experience in infrastructure consultancy for PPP projects. - PPP Specialist: At least 7 years of experience in consulting PPP projects. - Urban Designer: Minimum 7 years of experience in urban designing. - Financial Expert: Minimum 7 years of experience in financial analysis, feasibility studies, and bid process support. - Legal Expert: At least 7 years of experience in contract drafting, concession agreements, and legal due diligence. - Technical Expert (Infrastructure/Engineering): Minimum 7 years of experience in designing or evaluating large infrastructure or convention centre projects. The bidder should have completed at least three similar MICE facilities assignments under PPP mode. The value of similar works completed is at least 500 Crore for each project. A percentage of 30% is mentioned as the allowed quantity increase or decrease of works. The bidder should have an average annual financial turnover of not less than Rs. 18 Crore during the last 7 years. The experience of firms will be awarded a minimum score for meeting the minimum required completed assignments, and an additional 10 extra marks will be given for each additional completed assignment beyond the minimum, with a maximum score of 50. The bidder should also have access to or have available liquid assets (aggregate of working capital, cash in hand & uncommitted bank guarantees) and or credit facilities equal to 25% of the value of contract/ contracts applied. The bidder should have successfully completed consultancy services for a minimum of three similar projects during the last ten years, with each project having an estimated cost of not less than ₹500 Crore.
