Background Primary Health Care (phc) Is Vital To Achieving Uhc And For Doing So In A Way That Reduces The Trend Of Escalating Health Expenditure Before It Becomes Unaffordable. It Is Key For Providing People-centred Health Care That Can Address The Increasing Challenges Of Noncommunicable Diseases, Ageing Populations And Reaching Unreached Populations.  In The Western Pacific Region, Primary Health Care Is An Increasingly Important Part Of Transformed Health-care Systems To Meet The Challenges Of Today And The Future, Including The Ever-increasing Cost Of Health Care And Overcrowding Of Hospitals. National Health Systems Have Been Put Under Further Pressure By The Covid-19 Pandemic, Which Has Led To Changes To How Health Services Are Accessed And Delivered In Countries Around The World.  However, Understanding Feasible Solutions For Phc Strengthening Remains A Challenge, And Prioritizing The Best Policy Options Among Many Is An Essential Part Of Designing Reforms. This Work Will Explore Some Issues For A Re-imagined Phc In Depth And Highlight The Appropriate Environment Within Which Countries Can Transform Their Health Systems And Position Themselves To Achieve The Sustainable Development Goals. They Will Feed Into Policy Briefs That Can Guide Countries On The Best Options For Reform Pathways.   Purpose/specific Objective Of The Activity The Agreed Consultancy Aims To Support The Health Policy And Service Design Unit (hps) To Prepare Policy And Practice Briefs On Phc To Support Country Level Phc And Related Reform. The Consultant Will Work Under The Supervision Of The Coordinator, Health Policy And Service Design In The Who Regional Office For The Western Pacific And In Close Coordination With Relevant Technical Colleagues At Regional And Country Levels.   Description Of Activities To Be Carried Out Method(s) To Carry Out The Activity • Review Of Literature On Phc Approaches In The Region And Globally, With Documentation Of Good Practice And Policy Approaches To Strengthen Phc In Exemplar Countries.  • Facilitation Of Policy Dialogues For Selected Countries In The `region In Consultation With The Health Policy And Service Design Unit Of The Division Of Health Systems And Services, The Service Provider Will Perform The Following: Activity 1: Prepare At Least Two Deep Dive Policy Briefs On Two Themes Related To Phc Reforms, Drawing From Experiences Both Within The Region And Globally. • Review Documents And Gather Information, As Needed, On Relevant But Complex Phc Themes In Line With Key Attributes Of A Re-imagined Phc Or In Relation To Phc Reform. • These May Include Topics Such As “the Effect Of Workforce Remuneration On Phc Reform” And “optimizing Public And Private Provider Mix For Phc” Deliverable 1: Two Deep Dive Thematic Policy Briefs On Phc Reform Activity 2: Facilitate Policy Dialogues And Consultations In Two Selected Countries On Phc And Related Reforms. • Lead Policy Dialogues In 2 Countries On Phc Reform, Based On Demand • Provide Targeted Policy Advise To 2 Countries On Planned Phc And Related Reform, Based On Demand Deliverable 2: A Report On Technical Assistance Provided To 2 Countries, Potentially Mongolia, And Cambodia.   Qualifications & Experience Education • Essential: Post Graduate Degree In Health Policy, Health Management, Health Financing, Strategic Purchasing, Health Research Or Other Public Health-related Sciences.    Experience • Essential: At Least Fifteen Years Of Experience In Primary Health Care And Public Health Policy, Health System Analysis, Health Planning, Health Economics, Health Services Management Or Monitoring And Evaluation Of Health Services  • Desirable: Experience In District Health Or Primary Care Management, Planning And Financing. Experience In Research Methods Including Systematic Reviews. Experience In Conceptualisation Of Health Frameworks And Themes. Working Experience With Who Or Other Un Agency In Public Health-related Areas   Technical Skills & Knowledge • Experience In Health Policy And Planning, Health Services Organization   • Demonstrable Expertise In Health Service Management, Especially At Subnational/district Levels  • Good Knowledge Of Health Systems Strengthening  • Strong Skills In Facilitating Policy Dialogue In  diverse Situations • Strong Technical Writing And Analytic Skills. • Excellent Communications Skills Both Written And Oral, And Effective Presentation Skills. • Capacity To Work In A Multidisciplinary Team And Communicate Effectively With Different Target Audiences. • Proficiency With Ms Office Suite   Languages Fluency In English (read - Write - Speak / Expert).   Competencies • Technical Competence In Health Systems policy And Planning, Health Services Management and Organisation  • Ability To Produce Results • Ability To Work Independently To Deadlines • Effective Communication Skills   Additional Information Location Of Consultancy: The Contractual Partner Will Do Part Of The Work Remotely, But Will Travel To Countries For Targeted Assistance, Based On Demand.
