Background Over The Past 20 Years, Noncommunicable Diseases (ncds) Like Heart Disease, Stroke, Cancer, Diabetes And Chronic Respiratory Diseases Have Changed The World. They Have Become The Leading Cause Of Death Globally And In The Region; Accounting For 86% Of Deaths In The Western Pacific Region. Even Before The Covid-19 Pandemic, The Ncd Burden Has Seen Countries In Our Region Grappling With High Risk Of Dying Prematurely Between The Ages Of 30 And 70 Due To Ncds. In 2016, 82.3% Of Premature Deaths In The Region Is Due To Ncds, With A Disproportionate Effect On Low- And Middle-income Countries. A Regional Vision Paper ‘for The Future: Towards The Healthiest And Safest Region’ Endorsed At The 70th Regional Committee Meeting (rcm), Presents “ncds And Ageing” As One Of The Four Thematic Priorities Of The Region And Articulates Calls From Member States For A New Approach In Addressing Ncds. It Delineates Three Related Areas Of Ncd Work Where Systematic, Strategic And Systems Approaches To Accelerate Progress In The Region Will Need To Be Defined: (1) Surveillance; (2) Upstream Determinants; And (3) Individual Services. To Better Define These Approaches, Wpro Recognises The Need To Strengthen The Health Systems, Enhance Whole Of Society Commitment At The Highest Levels, And Address Other Persistent Gaps In The Prevention And Control Of Ncds In The Region. It Was Recommended At The 72nd Rcm For Who To Draft A New Regional Action Framework For The Prevention And Control Of Ncds In The Western Pacific Region, To Be Tabled Before The 73rd Rcm In October 2022. Ncd Surveillance Is A Key Component To Ncd Control, Which Will Need To Be Strengthened In The Region And Be Reflected In The New Regional Action Framework.   Purpose/specific Objective Of The Activity To Support The Drafting Of The New Western Pacific Regional Action Framework For The Prevention And Control Of Ncds: • Contribute To Ncd Data Analysis And Discussion To Inform The Drafting Of The Regional Action Framework; • Support A Series Of Consultations With Key Partners And Data Experts On Ncd Surveillance; And • Support Other Related Activities In The Pnd (dhp) Unit That May Be Pertinent To This Tor.   Description Of Activities To Be Carried Out Output 1: Contribute To The Development Of A Regional Action Framework On Ncd Prevention And Control For The Western Pacific Region Activities: • Gather And Integrate Available Ncd Data From Disparate Sources • Build Models And Analyse Data To Unearth Trends And Forecasted Patterns Of Ncds And Its Related Risk Factors In The Region • Locate And Define New Process Improvement Opportunities To Strengthen Ncd Surveillance In The Region To Be Included In The New Regional Action Framework • Present And Explain Information From Analysed Data To Make Recommended Actions In Improving Ncd Prevention And Control Strategies Output 2: Support Member States In Strengthening Ncd Surveillance Activities: • Support National Counterparts In Conducting Needs Assessment And Burden Of Disease Studies And Collating Evidence About The Ncd Burden, Their Risk Factor Reduction, Injuries, And Violence • Provide Technical Support To Develop Ncd Surveillance System That Will Provide High Quality Analyses For Monitoring And Evaluating Interventions For The Prevention And Control Of Ncds • Support Evidence-based Decision Making, Through Developing A System For Timely Updates On Ncd Indicators   Methods To Carry Out The Activity • Review Of Literature And Resources • Meeting (face-to-face And Virtual) With Relevant Units In Who And Other Stakeholders • Report Writing   Qualifications And Experience Education: University Degree In Medicine, Public Health Or In Any Health-related Field From A Recognized University Experience: Minimum Of Five (5) Years Related Experience In Quantitative Epidemiology, Data Analysis, Innovation And Research On Disease Burdens And Control, Health Policies And Health Information Technical Skills And Knowledge: Report Writing And Proficiency In Using Data Analysis Software And Demonstrated Knowledge, Competency, And Professional Skills On The Public Health Aspects Of Ncd Languages: Written And Spoken Fluency In English (read – Write – Speak / "expert" Level)   Additional Information Place Of Assignment: The Contractual Partner Will Be Required To Be Based Full-time At Who Wpro, Manila, Philippines To Perform The Tasks Related To This Activity.
