Background At The Who Regional Meeting On Health Information System Strengthening For Sdg And Uhc Monitoring In January 2019, Member States And Technical Units Across The Regional Office For The Western Pacific (wpro) Identified Gaps And Approaches To Strengthening Strategic Information Systems And Called For Coordination Of Facility-based And Population-based Information Systems Across Health Programmes. The Vision Paper Of The Who Regional Director For The Western Pacific Region Also Identifies Harmonized Information Systems As An Operational Shift For Who To Support Countries To Better Measure Impact. The Division Of Data, Strategy And Innovation (dsi) Is Undertaking A Coordinated Approach Across Divisions And Within Country Offices To Strengthen Strategic Information Systems, Specifically Facility-based Data And Population-based Surveys Because These Are Fundamental Sources Of Data For Surveillance, Including Disease Outbreak, And Programme And Sdg Monitoring. Additionally, Dsi Will Review Who Requests To Countries For Data (i.e. Routine Reporting Or Ad Hoc Surveys) With The Aim Of Reducing Country Reporting Burden. This Activity Will First Engage Countries To Prepare For Surveillance Of Covid-19. Continued Transmission Over The Past Year And Emerging Variants Of Sars-cov-2 Indicate Further Risk Of Ongoing Transmission Of Covid-19, Therefore Requiring Long-term Strategies And Responses As Needed For Past Pandemics.  There Is Opportunity To Leverage Covid-19 Resources For Integration Of National Health Information Systems.   Purpose/specific Objective Of The Activity To Improve The Quality And Use Of Health Facility And Population-based Survey Data For Surveillance, Programme Monitoring And Impact Measurement, And Decision-making In Selected Countries.   Description Of Activities To Be Carried Out • Coordination Across The Three Levels Of Who (country Offices, Regional Office And Headquarters) Will Be Prominent For This Position. In The First Phase Of This Workplan (within 2021), Communication Will Be With The Division Of Health Security And Emergencies (dse) And Headquarters Counterparts To Identify Key Core Indicators Required For Long-term Monitoring Of National Responses For Covid-19. In The Future, Coordination Will Be With Focal Points In One Or Two Selected Countries That Are Initiating Covid-19 Long-term Health Systems Response To Conduct A Comprehensive Review Of Health-related Facility And Survey Data Generation And Use, In View Of Integrating Data Collection For Covid-19 Surveillance.   • Facilitation Of The Review Of Data Collection, Management And Reporting Processes For Other Disease And Health Conditions Will Follow In Order To Develop Harmonized And Focused Datasets And Health Information Systems. The Activities Will Be Adapted According To Country Needs With Detailed Work Plans And Timelines. Coordination Across Technical Units To Provide Data Quality Improvement And Analysis Support To Countries Throughout The Process Of Harmonization And Integration.   • Preparation For The Implementation Of Strategic Information Harmonization And Integration Activities In Selected Countries With The Engagement Of  global And Regional Decisions Among Stakeholders In The Second Phase Of This Workplan (commencing In 2022), When Who Will Convene Stakeholders To Harmonize Strategic Information Processes For Sdg Health Indicators In Both The Health And Non-health Sector.   Methods To Carry Out The Activity The Contractor Will Be Working Under Dsi And Will Be Supervised By  the Health Information And Intelligence Coordinator In Who/wpro. Facilitate The Review Of Data Collection, Management And Reporting Processes For Other Disease And Health Conditions           • Analyses And Recommendations For Updates/development Of Integrative National Health Information Systems. • Provision Of Constant Data Quality Improvement And Analysis Support To Selected Countries C. Preparation For Global, Regional And Country Stakeholders For Implementation For Harmonization Of Strategic Information Processes   • Active Coordination Of Stakeholders Across All Three Levels Of Who And National Governments And Stakeholders Including Donors   Qualifications & Experience Education Essential:   Master’s Degree In Public Health, Epidemiology Or Related Area   Experience Essential: • At Least 7 Years’ Experience Working In Health Surveillance And Survey, Data Quality Assessments, Or Health Information Systems. • Previous Experiences With Coordination Between Different Stakeholders, Including Governmental Organizations. • Strong Track Record Of Technically Editing High-level Documents And Research On Health Data.
