Background The Regional Artemisinin-resistance Initiative (rai) Was Launched In 2013 In Response To The Emergence Of Artemisinin Resistant Malaria In The Greater Mekong Region. Funded By The Global Fund To Fight Aids, Tb And Malaria, The First Rai Round (2014-2017) Was A Usd 100m Grant Covering The Countries Of Cambodia, Laos, Myanmar, Thailand, And Viet Nam. The Rai Regional Steering Committee (rsc), A Multi-stakeholder Governance Body, Provides Strategic Guidance, Selects Recipient Implementers, And Oversees Grant Implementation Track Progress Against Program Objectives And Ensures Funding Is Used In Accordance With Agreed Strategic Priorities. A Follow-on Investment Was Recently Signed For 2018-2020 As An Expansion Of The Rai, Renamed The Rai2-elimination (rai2e) Grant, With A Total Of Usd 242m Over Three Years. A Further Investment, The Rai3e Grant, Is Under Preparation For The Period 2021-2023. The Rai Regional Steering Committee (rsc) Was Established In Late 2013 As The Oversight Mechanism For The Global Fund Rai Grant, Following The Ccm Model Of The Global Fund. The Rsc Was Given The Mandate To: Steer The Global Fund Grant Emergency Response; Take Collective Responsibility For Strategic Direction; And Allocating And Reallocating Global Fund Resources As Needed. The Rai Rsc Terms Of Reference Make Provisions For A Secretariat Which Was Established In September 2014 Under A Hosting Agreement With The World Health Organization. The Consultant Works Under The Direct Supervision Of The Executive Secretary, And Under The Overall Guidance Of The Rsc Chair And Executive Committee.   Purpose And Description Of Activities To Be Carried Out The Purpose Of This Work Is To Support The Rai Regional Steering Committee (rsc) Secretariat By Producing Deliverables In Support To The: • Organization And Functioning Of A Regional Steering Committee Executive Committee Meeting (march 2021) • Organization And Functioning Of A Regional Steering Committee Executive Committee Meeting (may 2021) • Organization And Functioning Of A Regional Steering Committee Executive Committee Meeting (july 2021) • Strategic Information And Communication And Media Activities (june 2021)   Methods To Carry Out The Activity And List Of Outputs 1. support To The Organization And Functioning Of A Regional Steering Committee Executive Committee Meeting Timeline: March-april 2021 Deliverables: Agenda, List Of Participants, Minutes Of Rsc Meeting Prepared By Providing: • Support The Development And Dissemination Of A Meeting Agenda In Consultation With Rsc And Other Partners; • Draft, Revise And Disseminate The Meeting Minutes And Key Decision Points To Rsc Members, National Ccms And Other Stakeholders In A Timely Manner. 2. Support To The Organization And Functioning Of A Regional Steering Plenary Meeting Timeline: April- May 2021 Deliverables: Agenda, List Of Participants, Minutes Of Rsc Meeting Prepared By Providing: • Support The Development And Dissemination Of A Meeting Agenda In Consultation With Rsc And Other Partners; • Support All Administrative And Logistical Arrangements For An Rsc Meeting; • Draft, Revise And Disseminate The Meeting Minutes And Key Decision Points To Rsc Members, National Ccms And Other Stakeholders In A Timely Manner. 3. Support Strategic Information, Communication And Media Activities Timeline: May-june Deliverable: Final Report On The Activities Conducted On: • Drafting News Releases, Talking Points, Speeches For Rsc Chair Or Other Members. • Support Rsc To Align With And Contribute To Other Partner Advocacy & Communication Efforts Surrounding The Regional Elimination Agenda. 4.  Support To The Organization And Functioning Of A Regional Steering Committee Executive Committee Meeting Timeline: June- August 2021 Deliverables: Agenda, List Of Participants, Minutes Of Rsc Meeting Prepared By Providing: • Support The Development And Dissemination Of A Meeting Agenda In Consultation With Rsc And Other Partners; • Support All Administrative And Logistical Arrangements For An Rsc Meeting; • Draft, Revise And Disseminate The Meeting Minutes And Key Decision Points To Rsc Members, National Ccms And Other Stakeholders In A Timely Manner.   Qualifications & Experience Education Essential:  a Degree In Political Science, Communication, Public Health, Social Studies Or A Related Field.   Experience Essential: Minimum Of Two Years' Relevant Work Experience In International Development, Communication,  public Health Or Other Related Field, Including At Least Two Years At International Level. Desirable: Experience With Communication, Experience With High-level Governance Bodies.   Languages Excellent English Written And Oral Communication Skills   Additional Information: The Selected Consultants Will Work Under The Overall Guidance Of The Rai Regional Steering Committee And Its Appointed Delegates (e.g. Executive Committee).  Oversight From The Rsc Will Be Coordinated Through The Rsc Secretariat, Who Will Also Provide Administrative And Contractual Supervision By The Rsc Executive Secretary. Planned Timelines (subject To Confirmation) Start Date:  08/03/2021 End Date: 08/08/2021 It Is Estimated That Each One Of The Selected Consultants Will Be Working An Average Of 14 Working Days Per Month. Payments Will Be Made Based On The Actual Number Of Days Worked. Place Of Assignment The Assignment Will Be Taking Place Partially Through Remote Work And Partially In-person, Based At Who Country Office For Cambodia. Medical Clearance The Selected Consultant Will Be Expected To Provide A Medical Certificate Of Fitness For Work. Travel Travel May Be Required On An Ad Hoc Basis In Support Of The Aforementioned Responsibilities. All Travel Arrangements Will Be Made By Who – Who Will Not Be Responsible For Tickets Purchased By The Consultant Without The Express, Prior Authorization Of Who. While On Mission Under The Terms Of This Consultancy, The Consultant Will Receive Subsistence Allowance.
