Mid-term Review Of The National Health Strategic Plan (nhsp) 2020-23 Open New Window & Background The Ministry Of Health And Medical Services In Kiribati, Has A National Health Strategic Plan (nhsp) 2020-2023. This Was Developed In Line With The Kiribati 20-year Vision 2016-2036 (kv20) And Kiribati Development Plan (kdp) 2020-2023 Through A Series Of In-country Consultations And Discussions. The Ministry Wishes To Have A Mid Term Review (mtr) Conducted, To Inform The Final Year Of The Plan And Guide Consideration Of The Next Nhsp. Covid-19 Disruptions Are Expected To Have Considerably Changed The Context And Implementation Of The Plan.        Purpose/specific Objective Of The Activity The Purpose Of This Apw Is To Undertake A Mid-term Review (mtr) Of The National Health Strategic Plan (nhsp) 2020-2023. The Mtr Will Assess Performance Against Objectives And Deliverables And The Implementation Of Planned Activities And Outputs Against Actual Results. It Will Include A Focus On Corrective Actions Needed For The Nhsp To Achieve Maximum Impact During Its Second Phase In 2022-2023.   Description Of Activities To Be Carried Out Objective 1: The Completion Of A Mid-term Review Of The Nhsp 2020-23 In Kiribati Including Identification Of Remedial Actions Needed, Changes To The Nhsp And Its Indicators And Potential Priority Areas For The Next Nhsp.  Further Details Below Of Inclusions Of Review Output 1.1: A Detailed Workplan Developed Regarding How The Work Will Be Completed, Including Timelines, Key Consultation Dates And Modes And Other Inputs Needed. Output 1.2: A Draft Report Developed On The Mtr, And Shared With The Ministry Of Health And Who< For Detailed Consultation And Feedback Output 1.3: A Final Report, Based On Feedback Received. Key Inclusions In The Mtr: • Objective Has Been Achieved And Why, Including: What Management, Governance, Policy, Process, Or Procedural Changes Are Required To Enable Improved Implementation At All Levels?  Does The M&e Framework Support The Performance Measurement Of The Nhsp? • Asses The Quality Of The Outputs Produced By The Nhsp And Their Impact, Including The Likely Sustainability Of Outputs And Outcomes. Does The Nhsp Effectively Support The Health Sector To Deliver Short And Long-term Results And It Is Sufficiently Aligned With Government Systems To Strengthen Public Financial Management In The Longer Term? • Assess The Indicators, Including If Data Is Available And Aligns With The Activities And Overall Vision Of The Nhsp And Relevant Regional And Global Indicators. • Assess Strengths And Weaknesses Of The Nhsp’s Management, Governance, Operations, And Partnership Arrangements, Including Components Of The Nhsp That Are And Are Not Performing In Line With Identified Objectives And Implementation Arrangements. • Assess Based On Performance, Including Value For Money, Whether Any Components Of The Nhsp Should Be Scaled Up Or Down, Or Discontinued. What Components Should Be Prioritised? • Make Recommendations To Inform And Guide Corrective Actions And Improvements Needed For The Nhsp To Achieve Maximum Impact During Its Second Phase In 2022-2023. As Part Of This, Consider The Impact Of External Factors Such As The Covid-19 Pandemic On Progress, Identify Activities That Might Need To Be Rephased / Carried Forward To The Next Nhsp Period (2024-2027), And Prioritise Critical Tasks For Completion In 2022-2023. The Mtr Will Also Consider Relevance, Effectiveness, Efficiency, Risks And Safeguards, M&e, Learning And Adaption, And Sustainability. Given Impacts Are Measured On A Long-term Basis, Focus Will Be On Measuring Progress And Early Benefits. • Relevance: The Mtr Will Summarise The Development Of The Nhsp, Including Key Changes In The Operating Environment. The Mtr Will Assess To What Extent The Nhsp Was Appropriate For Achieving Objectives / Outcomes And Demonstrated Flexibility In Adapting To The Operating Environment And Learning. • Effectiveness: The Mtr Will Assess The Overall Effectiveness Of The Nhsp Against Its Intended Objectives / Outcomes, As Well As Identify Any Other Significant Outcomes To Which The Nhsp Contributed In A Meaningful Way. • Efficiency: The Mtr Will Assess The Efficiency Of The Nhsp, Particularly In Terms Of The Use Of Gok And Dp Resources. • Risks And Safeguards: The Mtr Will Briefly Assess The Extent To Which Key Risks And Environmental And Social Safeguards Were Effectively Identified And Actively Managed. As Part Of This, The Mtr Will Assess The Extent To Which Issues Related To Gedsi Was Appropriately And Effectively Considered Within The Design And Implementation Of The Nhsp. • M&e: The Mtr Will Assess The Quality Of M&e Under The Nhsp, Including Is Activities Are Sufficiently Fit For Purpose And Information Informed Decision-making And Resulted In Meaningful Improvements. • Learning And Adaptation: The Mtr Will Identify The Key Lessons From The Design And Implementation Of The Nhsp. • Sustainability: The Mtr Will Assess The Potential For Lasting Benefits From The Nhsp, Including If Mhms Will Be Able To Takeover And Mainstream Priority Actions Management, Governance, Policy, And Program Activities.    Methods To Carry Out The Activity • Collation And Analysis Of Data Against Provided Indicators And Mapping Of Progress Of Activities • Consultations With Key Staff Of The Mhms And Who, And Other Key Stakeholders From Development Partners And Other Ministries.   Qualifications & Experience Education Essential:   Qualification In A Health-related Field Or Monitoring And Evaluation. Desirable: Masters In M&e Or Relevant Health-related Field. Experience Essential: • At Least Ten Years’ Relevant Experience In Conducting Health Sector Reviews At Programmatic And Organisational Levels. • Demonstrated Experience In Designing And Evaluating Strategies And Policies For The Health Sector Through Use Of Formative Assessment. • Proven Experience In Leading Health Sector Reviews In Developing Country Settings, Preferably In The Pacific Region. Desirable: • Prior Experience In Pacific Island Countries • Sound Knowledge And Understanding Of The Kiribati Health System, Including Experience Of Working With Government And Non-government Organisations Preferred. The Inclusion Of A Local Team Member Within Kiribati Is Preferred. Technical Skills & Knowledge • Demonstrated Ability To Develop And Foster Co-operative Working Relationships With Key Stakeholder And Health Sector Partners. • Demonstrated Knowledge Of Evaluation Methodologies And The Ability To Analyse Data And Monitor And Evaluate Development Activities/programs.
