Description
Background The Who Global Health Sector Strategies On Hiv, Hepatitis And Sti 2016-2022 Has Come To An End And The 75th Wha In May 2022 Has Noted With Appreciation The New Ghss And Approved Its Implementation For The Next 8 Years. The Strategies Guide The Health Sector In Implementing Strategically Focused Responses To Achieve The Goals Of Ending Aids, Hepatitis B And C And Stis By 2030 And Are Aligned With The Regional Priority Of “reaching The Unreached” With A Health Systems Approach. The 2022-2030 Strategies Underline The Critical Role Of The Health Sector In Ending These Epidemics, Acknowledging That A Multisectoral “health In All Policies” Approach Is Required To Remove Structural And Systemic Barriers To Accelerating Progress. The Strategies Call For A More Precise Focus To Reach The People Most Affected And At Risk For Each Disease And To Address Inequities. They Promote Synergies Under A Universal Health Coverage And Primary Health Care Framework And Contribute To Achieving The Goals Of The 2030 Agenda For Sustainable Development. It Is Important That These Policy Initiatives Are Translated Into Enhanced Standards Of Care Through Provision Of Quality Services And Improved Patient Access To These Services. Thus, It Is Important That Continuous Technical Support Is Provided To Pacific Island Countries And Areas (pics) In Implementing Services According To These Guidelines And Best Practices. At Present Multiple Pics Including Fiji, Solomon Island And Vanuatu Have Either Developed Or Revised Their National Strategic Plan. The Pics Are Requesting Technical Support From Who To Support Hiv, Viral Hepatitis And Sti Prevention And Control Programmes. Purpose/specific Objective Of The Activity To Provide Ongoing Technical Support To Pics In Hiv, Viral Hepatitis And Sti Prevention Programmes; Diagnosis; Treatment; Care And Support In Line With The Who Global Health Sector Strategies On, Respectively, Hiv, Viral Hepatitis And Sexually Transmitted Infections For The Period 2022-2030 (ghss) And Regional Framework For Triple Elimination Of Mother-to-child Transmission Of Hiv, Hepatitis B And Syphilis In Asia And The Pacific, 2018-2030. Description Of Activities To Be Carried Out Under The Overall Guidance Of The Who Representative/director Of The Division Of Pacific Technical Support (dps) And The Team Coordinator (psc), The Consultant Will Provide Technical Support To Pics On Hiv, Viral Hepatitis And Sexually Transmitted Infections (sti) Prevention, Treatment, Care And Support. This Will Also Include Strengthening Their Capacity To Scale-up Prevention And Treatment Programmes In Line With The Universal Health Coverage Programming And Integration Of Hiv/viral Hepatitis/stis Services In Primary Care. This Will Be Done In Collaboration With Who Programmes Such As ‘end Tb’, Gender, Equity And Human Rights (ger). The Consultant Will Also Liaise With Other Stakeholders, Bilateral Agencies And Non-governmental Organizations, Where Relevant. Methods To Carry Out The Activity The Consultant Is Expected To Provide Technical Advice To Fiji And Other Pics As Per Request And Participate In The Functions Of Hiv, Hepatitis And Sti Regional Technical Working Groups, Including: • Review And Document Regional And Country Progress On Hiv, Viral Hepatitis, Sti And Triple Elimination Of Mother-to-child Transmission Of Hiv, Hepatitis B And Syphilis In The Western Pacific Region; • Support Preparation For Validation Of Elimination Of Mother-to-child Transmission Of Hiv And Hepatitis In Pacific Island Countries; • Prepare And Implement Communication Campaign For World Aids Day; • Support Development And Field Testing Of The Bi-regional Operational Guide For Monitoring And Evaluation Of National Hepatitis Response; And • Support Pics In Adaptation And Implementation Of Most Updated Who Guidelines And Recommendations For Hiv, Viral Hepatitis, Stis And Triple Elimination Of Mother-to-child Transmission. Output/s Output 1: Country Support For Adaptation And Implementation Of Most Updated Who Guidelines And Recommendations For Hiv, Viral Hepatitis, Stis And Triple Elimination Of Mother-to-child Transmission. This Will Include: • Review Of Current Who Guidelines And Recommendations Including Technical Documents; • Facilitation Of Preparation Of Web-platform To Facilitate Access To Resource Materials • Provision Of Technical Review Of National Guidelines And Technical Documents As Requested • Provision Of Technical Support For Programme Assessments And Reviews As Requested Output 2: Coordinate The Regional Technical Assistance In Support Of Country Implementation Plan On Viral Hepatitis Through: Consultation With Who Western Pacific Regional Office And Regional Technical Partners And Discuss The Outcomes Of The Scoping Review Reports Of Viral Hepatitis To Ensure A Comprehensive Technical Support Is Provided In The Areas Of: • Situation And Response Analysis; • National Strategic Plans And Costed Operational Plans; • National Clinical Guidelines On Hep B And Hep C; • Arv Drugs For Hep B & C In Essential Medicine List; And • Laboratory Capacity Strengthening For Testing And Diagnosis. Output 3: Support Development And Field Testing Of The Bi-regional Operational Guide For Monitoring And Evaluation (m&e) Of National Hepatitis Response • Support Country And Work With Partner Agencies And Who Collaborating Center To Field Test The Draft Bi-regional Operational Guide For M&e For Hepatitis; • Review And Provide Inputs On The Draft Bi-regional Operational Guide For M&e For Hepatitis; And • Manage The Publication Processes And Approvals For The Document. Output 4: Support To Capacity Building Of Fiji Civil Society Organization To Deliver Community-based Hiv Services • Consultation With Mohms And Network Of Plhiv / Ngos / Csos In Developing Awareness /advocacy Programme During The World Aids Day 2020. • Review And Provide Technical Inputs On Key Messages As Part Of The World Aids Day Campaign For Ministry Of Health And Medical Services. Output 5: End Of Mission Report Submission Of End Of Mission Report. An End Of Assignment Report With Summary Of The Documents Prepared And The Minutes Of Meetings With Stakeholders. The Report Will Also Include Summary Of Important Correspondence With National Counterparts And Stakeholders. Qualifications & Experience Education • A University Degree In Medicine, Public Health Or An Equivalent University Degree, Training In The Field Of Public Health Or Social Sciences Experience Essential: At Least 10 Years Experience At National And International Levels In Planning, Management And Evaluation Of Hiv/ Sti And Hep Surveillance, Prevention, Treatment, Care And Support And Preferably In A Developing Country. Good Understanding Of Inter-agency Mechanisms. Desirable: Working Experience In The Pacific Would Be An Asset. Technical Skills & Knowledge: Specific Technical Knowledge In The New Who Strategies, Recommendations, Treatment Guidelines On Hiv, Hepatitis, Stis; And Good Technical Writing Skills. Languages Written And Spoken Fluency In English Is Essential. Competencies • Communicating In A Credible And Effective Way; • Producing Results; • Moving Forward In A Changing Environment; And • Fostering Integration And Teamwork Additional Information: The Selected Consultant Will Be Expected To Provide A Medical Certificate Of Fitness For Work. The Selected Candidate Must Be Able To Travel To The Designated Pacific Country For The Duration Of This Consultancy. This Includes The Ability To Transit Through Required Countries To Reach The Destination In The Context Of Global Covid-19 Travel Restrictions/measures, To Potentially Undergo Multiple Periods Of Quarantine, And To Cope With Uncertainty Regarding Travel Timelines And Routings. It Is The Consultant’s Responsibility To Fulfil Visa Requirements And Ask For Visa Support Letter(s) If Needed.
