Background The Universal Eye Health: A Global Action Plan 2014–2019 Was Unanimously Adopted By The 194 Member States At The World Health Assembly, The Decision-making Body Of The Who. Eye Health, A Critical Component Of The Universal Health Care (uhc), Has Been Severely Impacted By The Pandemic. To Address The impact Of Vision Impairment And Blindness In The Region, The Who Developed A Regional Action Plan, Towards Universal Eye Health: A Regional Action Plan For The Western Pacific (2014–2019) Which Guided The Direction Of The Eye Health Programmes In The Region For The Past 6 Years. Recently, Who Launched The First World Report On Vision On 9 october 2019. The Report Provides Evidence On The Magnitude Of Vision Loss And Its Prevention And Treatment, And Rehabilitation. The Report Has A Strong Focus On The Need For People-centred Eye-care Services And Integrated Eye Care Within National Health Systems. The Who Executive Board In Its 146th Session Adopted Resolution Eb146.r8 On ‘integrated People-centred Eye Care, Including Preventable Vision Impairment And Blindness’, Formally Recognising The World Report On Vision And Urging Member States To Implement Its Recommendations. The Resolution 73.4 Was Adopted By The 73rd Session Of The World Health Assembly On 3 august 2020. Given The Unmet Need For Care Associated With Unoperated Cataract And Uncorrected Refractive Error, Coupled With The Fact That Highly Cost-effective Interventions Exist, Effective Cataract Surgical Coverage (ecsc) And Effective Refractive Error Coverage (erec) Serve As Ideal Proxy Indicators To Track Changes In The Availability, Accessibility And Quality Of Eye Care Services At The Global Level. Targets Have Been Set For A 30% And 40% Percentage Point Increase By 2030 In Ecsc And Erec, Respectively. Targets Have Been Set For A 30% And 40% Percentage Point Increase By 2030 In Effective Coverage Of Cataract Surgery And Refractive Error, Respectively. Therefore, A Consultant For Eye Health And Vision Impairment Is Required At The Who Regional Office For The Western Pacific   Purpose/specific Objective Of The Activity The Management Of Noncommunicable Diseases (mnd), Division Of Programmes For Disease Control (ddc) Would Like To Get An Expert To Provide Technical Support In The Implementation Of The Eye Health Programme In The Western Pacific Region. The Consultant Is Expected To Provide Depth, Understanding And Expert Guidance To Ensure The Desired Regional Goals Are Met. Primary Implementing Partners Will Be The Ministries Of Health.  Some Activities Will Be Carried Out In Collaboration With Technical Partners And Academic Institutions.   Description Of Activities To Be Carried Out Specific Terms Of Reference Include:  Coordinate Activities On Sensory Functions (eye Health And Hearing Impairment) In The Region And Liaise With Country Offices In Context Of Systems Strengthening And Cross Cutting Work In Relation To Diabetes And Hypertension. Develop And Review Finalization Of Sensory Health Content Of The Ncd Framework (integrated People Centered Ncd Service Framework -ipcns) In Integrating Eye Care Within Uhc And Providing Integrated People Centered Eye Care (ipec) And Facilitate Engagement Of Members States And The Development Of The Forum Strategy Thereby Ensuring The Effective Functioning Of Collaborative Work On Hearing Impairment Activities In The Region Prepare For And Delivery Of The Newly Developed Packages Of Essential Eye Care Interventions In The Context Of Ipcns/ipec And In Collaboration With Who Ccs Build Capacities In Health Workers For Eye Health And Hearing Impairment Especially At Community Level. Conceptualize, Develop Layout, Format And Design All Promotional Materials And Activities Agreed As Part Of The Public Awareness Strategy Related To Eye And Hearing Loss Activities And Assist In Conducting Workshops In Collaboration With Relevant Who Cc And Wpro Team Lead.   Methods To Carry Out The Activity And List Of Outputs • Regular Meeting With Country Office • Prepare The Background And Key Document And Compilation Of Relevant Data • Produce High Quality Report On The Sensory Health Content Of The Ncd Framework  • Perform Other Related Work As Required Output (s) Deliverable 1.1 A Draft Regional Action Plan On Eye Health In The Western Pacific For Potential Endorsement At The Regional Committee Meeting In 2022 Deliverable 1.2 An Updated Current Status And Good Practice Of Integrated People-centred Eye Care (ipec) For The Region Deliverable 1.3 An Updated Current Status And Good Practices Relating To Hearing Impairment. Deliverable 1.4 Draft Practical Toolkit To Guide Countries On How To Implement The Regional Framework On Ncd Management, In The Context Of Ipec, And Including Hearing Impairment Activities. Deliverable 1.5: Draft Sensory Health Content Of The Ncd Framework (integrated People Centered Ncd Service Framework -ipcns) Ensuring That Eye Health And Hearing Impairment Are Covered Throughout The Document. Deliverable 1.6: Monthly Progress Report On The Activities Covering The Following Areas Support The Design, Adaption, Implementation, And Evaluation Of Ipec Initiatives In Country. This Will Include Provision Of Trainings On Ipec And Contributing To Existing And New Learning Networks To Document And Disseminate Lessons And Best Practices In Ipec In Low-resource Settings. Support To Countries To Develop (or Adapt) And Efficiently Implement Evidence-based Clinical Practice Guidelines And Policies For Ipec/eye Health, Support For Countries To Develop (or Adapt) And Efficiently Implement Evidence-based Clinical Practice Guidelines And Policies For Hearing Impairment. Support The Identification Of Research And Innovation Priorities Relating To Eye Health In The Context Of Ipec/ipncs. Coordinate Support For Countries To Develop (or Adapt) And Efficiently Implement Evidence-based Clinical Practice Guidelines And Policies For Hearing Impairment. Support For Countries To Build Capacity Of Relevant Stakeholders To Prepare For And Deliver The Newly Developed Packages Of Essential Eye Care Interventions In The Context Of Ipcns/ipec. Support The Preparation Of National Advocacy Events And Stakeholders’ Consultation Workshop, Including The Development Of Background Documents, Formal Presentations, And Guidance For Stakeholder Forums.   Qualifications & Experience Education Essential:   University Degree From A Recognised University (may Include Medical, Social Science, Public Health, Epidemiology Degrees)   Experience Essential: • Minimum 5 Years’ Work Experience In Public Health At National And International Level • Working Knowledge Of One Or More Countries In The Western Pacific Region Would Be An Advantage • Consultant Will Be Required To Be Based In Manila.   Technical Skills And Knowledge • Data Collection, Compilation And Visualization Skills • Communications And Interview Skills • Writing Skills   Languages Expert Level Of English Is Essential (read-write-speak).
