Background Medical Waste Which Is Also Called As Health Care Waste Or Clinical Waste Refers To Any Waste Generated By Health Care Facilities Which Constitutes (a) Sharp Wastes; (2) Infectious Waste – Waste Suspected To Contain Pathogens And Poses A Risk Of Diseases Transmission; (3) Pathological Waste Including Human Tissue, Organs Or Fluids Or Blood; (4) Pharmaceutical Waste; (5) Chemical Waste And (6) A Small Amount Of Cytotoxic Waste And Radioactive Waste. The Principle Of Medical Waste Management Is To Avoid The Exposure Of The Hazards Which Are Presence In The Waste Streams – Biological (bacteria, Virus Etc.), Chemical (reactive, Explosive Or  Corrosive Agents) And Physical Hazards (such As Sharps Which Cause Injuries); And Secondly Is To Minimize Or Mitigate The Potential Magnitude Of The Hazards Such Reducing The Concentration, Volume Or Toxicity Of The Hazards. Hence, The Management Of Health Care Waste Is The Management Of Its Risks And Hazards. All Medical Waste Produced From The Health Care Facilities, Particularly During The Care Of Covid-19 Or Other Infectious Illnesses Patients And Contacts Should Be (1) Segregated, (2) Stored And (3) Collected Safely In Designated Containers And Bags, And (4) Treated And Final Disposal Through A Safe Waste Disposal System. The Proposed Consultancy Is To Conduct The Baseline Study On The Healthcare Waste Management (hcwm) Situation In The Pacific Island Countries And Areas (pics) With The Particular Emphasis For The Countries Preparation And Response To The Risks Posed By The Medical Waste Which Are Likely To Be Produced Or Generated By Covid19 Or Other Potential Pandemics And Their Response Actions Such The Waste Generated From Covid19 Vaccination. At The End Of This Work, The Consultant Will Prepare A Report On The Current Status Of The Hcwm In Pics And Identify Countries Of Major Concern With Regards To Hcwm; Identify Gaps In Dealing With The Hcwm; And Propose Concrete And Practical Measures Or Plans Including Estimated Costs To Address Hcwm Issues, Particularly In The Priority Countries In Pics. The Proposed Work Is Essential As We Do Not Have Comprehensive And Up-to-date Information On The Current Situation Of Hcwm Systems In The Pacific Island Countries And Areas. There Are Some Information And Data That Are Available, But They Are Not Reported In A Common Format And They Are Also Not Consistent Which Make Planning Difficult.   Purpose/specific Objective Of The Activity The Purpose Of The Work Is To Conduct The Baseline Study On The Healthcare Waste Management (hcwm) Situation In The Pacific Island Countries And Areas (pics) With The Particular Emphasis For The Countries Preparation And Response To The Risks Posed By The Medical Waste Which Are Likely To Be Produced Or Generated By Covid19 Or Other Potential Pandemics And Their Response Actions Such The Waste Generated From Covid19 Vaccination. At The End Of This Work, The Consultant Will Prepare A Report On The Current Status Of The Hcwm In Pics And Identify Countries Of Major Concern With Regards To Hcwm; Identify Gaps In Dealing With The Hcwm; And Propose Concrete And Practical Measures Or Plans Including Estimated Costs To Address Hcwm Issues, Particularly In The Priority Countries In Pics.   Description Of Activities To Be Carried Out The Prospective Consultant/expert Is Required To Undertake The Following Tasks: Under The Direct Supervision Of The Team Coordinator, Pacific Climate Change And Environment Unit (pce) And Guidance Of The Incident Manager Of The Pacific Joint Incidence Management Team (jimt), The Work Of The Consultancy Will Be As Follows: Develop Methods Including The Survey Forms To Conduct Baseline Information On The Health Care Waste Management In The Pacific Island Countries And Areas (pics); Using The Agreed Method, Conduct The Study Including Survey On The Hcwm In Pics; Develop A Report On The Current Status Of The Hcwm In Pics And Identify Countries Of Major Concern With Regards To Hcwm; Identify Gaps In Dealing With The Hcwm; And Propose Concrete And Practical Measures Or Plans Including Estimated Costs To Address Hcwm Issues, Particularly In The Priority Countries In Pics. An Executive Summary Report Should Also Be Prepared For Policy-makers And High-level Officials Of The Governments, Bilateral Partners And Donor Agencies; Make A Presentation On The Finding Of The Work Through A Webinar To All The Relevant Focal Points In The Government, Bilateral Partners And Donor Agencies And Incorporate Comments And Recommendations Received To Produce The Final Report. The Outputs Are As Follows: Output 1: A Review Paper On Existing Information, Data And Survey Forms Which Are Already Available At Various Level And Sources On Hcwm Deliverable 1.1: A Review Paper On Existing Information, Data And Survey Forms On Hcwm Deliverable 1.2: A Draft Survey Form On Hcwm In Pics. Output 2: A Draft Report On A Report On The Current Status Of The Hcwm In Pics And Identify Countries Of Major Concern With Regards To Hcwm; Identify Gaps In Dealing With The Hcwm; And Propose Concrete And Practical Measures Or Plans Including Estimated Costs To Address Hcwm Issues, Particularly In The Priority Countries In Pics. Deliverable 2.1: A Draft Report Deliverable 2.2: A Presentation On The Finding Of The Work Through A Webinar To All The Relevant Focal Points In The Government, Bilateral Partners And Donor Agencies And Incorporate Comments And Recommendations Received To Produce The Final Report. Output 3: Final Report On The Current Status Of Hcwm In Pics And Proposed Plans Forward Deliverable 3.1: Final Report On The Status Of Hcwm In Pics And Proposed Plans Forward   Methods To Carry Out The Activity This Work Will Be Done Through Various Approaches: Review Available Information, Data And Survey Forms Which Are Already Available At Various Level And From Various Sources Including, But Not Limited To, Who And Other International Agencies Such As Sprep, Spc, Unicef And Donor Agencies Such The World Bank, Adb And Others; Through This Review, Develop A Plan To Conduct This Work Which Include A Survey To Collect Primary Data From All Pics. The Consultant Should Work Closely With The Team Coordinator Pce For The Clearance Of The Survey Form By Who-wpro Management; Conduct The Survey Including Collection Of Secondary Or Published Data And Information On, But Not Limited To (a) Waste Generation Rate; (b) Legal Aspects On Hcwm Which Include Policy, Strategies And Plans On Hcwm; (3) Institutional Mechanisms; (4) Technical Aspects Including Storage, Collection And Transportation; And Disposal Of The Waste; Write A Draft Report On A Report On The Current Status Of The Hcwm In Pics And Identify Countries Of Major Concern With Regards To Hcwm; Identify Gaps In Dealing With The Hcwm; And Propose Concrete And Practical Measures Or Plans Including Estimated Costs To Address Hcwm Issues, Particularly In The Priority Countries In Pics.
